Character Levels

Level I: Characters of this level will be considered the highest in the game, although there is some variation to them and some will be more powerful than others.  To constitute a character as Level I they must have some kind of potential that can destroy or save a world at large.  These are the people that are the most powerful in the game and range in levels 100 - and up. . HP for Level I characters is 10,000 and above.
Examples: Ultimecia, Omega Weapon, Necron, Tranced Kuja, Garland, the Hadjukar, Xangrey Shadowstalker (with his land), Lavos, Sephiroth, Jenova, Lennith.

Level II: These characters will be between levels 99-80 and are quite formidable.  They more than likely stood against the level I characters or were in their servitude. HP for this level is 8,100 to 9,999.
Examples: Squall, Cloud Strife, Zidane, Magus, Kuja (not tranced), Sarah Landau, Aeris, Rinoa, Vincent Valentine, Princess Garnet (Daggar or Sarah), Reno, Vulanth (Lord of dragons), Sorceress Edea,  Seifer, Vivi, Rufus, Cetra/Centra, , Laguna, Princess Sandy, Psylor Lock, Liquid.

Level III: These beings are often the support for the larger bad or good guys and are between the levels of 60-79.  They can summon a lot of power to their command and can hold themselves well alone. HP for this level is 6001 -8099
Examples: Steiner, Ellone, Quistis, Zell, Hojo, Quina, Freya, Cid, Shumi Villagers, Terra Guardians, Cait Sith (Reeve) Tifa, Elena, Red XIII.

Level IV: Characters in this position are between the levels of 59-30 and often assist the others  as support.  Their powers may be a bit weaker but they are still hearty fighters and not to be taken lightly.  They take a back seat when dealing with higher level characters.  HP points at this level range from 2501-6000
Examples: Yuffie, Barret, Selphie, Kiros. 

Level V: This group consists of beings between levels 29- 20.  They are rising to higher ranks but not yet so deadly.  They have gained some repute among their people for their prowess but have yet to deal with immense threats that they need to face off. HP are 301-2500

Level VI: Characters between the levels of 19-1.  These characters are new to the game and working into the plot lines to uncover hidden truths that will set them on their missions, at the same time as discovering who they truly are.  This is where all new people are classed at unless they speak with Sephiroth about choosing one of the player characters from the Final Fantasy series or work out details to start higher.  Very few exceptions will be made for new characters not related to the FF game to be brought into higher levels.  Characters at this level have 100 to 300 HP to begin.
Magic and Materia

In the Final Fantasy rpg magic works in conjunction with all three games.  There are drawpoints to be found around the world at specific points, as well materia, or stones that will enable your character to use magic.  Drawpoints can give characters spells just as owning materia can.  The big difference is that drawpoint spells in a character's possession are finished off once used.  If a person, for instance, draws from a drawpoint the spell Firaga, and gets 3 of them, a character can only cast Firaga 3 times before needing to restock.  With materia (or stones from ff9 that operate pretty much the same as materia), a character can utilize the spell repeatively without need to restock.  As time progresses, materia will even grow stronger enabling the spells to go up to the next level.  With drawing capability a character does not need to own materia, and there is possibility for characters to both own materia and learn drawing spell capability. 
There are also magic items that come with materia embedded within them that a character can use to learn things. 
Stones can be used within an item to learn some magic spells as well, and then once the person has learned it they may utilize it, so long as they have enough magic points or power.  In this game MP value is related to a character's strain because using magic becomes wearing on the individual who casts it often.
