Warning!!!
You should never install mother board specific IDE Hard Disk Drivers.
You should!Have a mother board specific Hard disk Dual PCI IDE Controller though.
On my Abit KT7 it was Via and on my ECS K7S5A it's SIS as per,

I cannot speak for any specific Cdr/w drive but this may help.
Also make sure if your burning software like Nero 5.5 you can set the burn speed and test it.
The Lite-on I have does a standard data Cd in around 7 mins or less.
Please note:There are disadvantages to having the Cdr and a Normal CD on the Same IDE chain if you
like to burn Cds,"On the Fly".
My Cdr/set up in Win98 with Nero burning software,no problems.
Cdrws do not like to be slave devices so here's my set up.

Master to Auto or user(for my Hard Drive)

Note:I've found it best to change the Auto Detection of the Hard drive/s and CDrom drives to User and then press the enter key to manually auto-detect the drives as sometimes the Auto detection on boot mis-reads the device's BIOS information.

All IDE ports set to auto-detect (U)DMA mode
The only special drivers installed are for my VIA mother board chip set was
the Via Dual PCI IDE Controller and the SIS Dual PCI IDE Controller for my
ECS K7S5A board and for Win98 with the ECS board the Win98 DMA patch from the
SIS drivers pack and the AGP driver update.
All hard drive drivers are plain vanilla windows drivers.
Cdroms seen in the Device Manager and DMA enabled on both.
Once correct BIOS settings have been made boot to Safemode and remove
ALL entries you find under the Cdrom section in the Device Manager and
re-boot and let windows correctly re-install them and update the
registry.

Look for a NOIDE(or noide) entry in the registry and if found remove but know
about win98 reg back ups for safety.

If you are running Win9x/ME and your CDr does*NOT*have,"Burn proof"technology you should use
the free Cacheman software preset for CD writers to avoid,"Buffer Under Runs",
