Human Tissue Bill


portcullisThe Human Tissue Bill is reaching its final stages through Parliament. It has almost completed its journey through the House of Lord’s with only the 3rd reading now to take place. (By the time you receive this newsletter the 3rd reading may have already taken place).

Once this has happened it will go back to the House of Commons where any amendments made by the Lords will be given consideration. Providing there are no substantial amendments then the Bill will go for Royal Assent. Hopefully this should happen before the State opening of Parliament in November. We understand that the Bill would then become law after six months.

We have been advised that an unpaid working group (Human Tissue Working Group) has been set up to begin work on the guidance to be used by the Human Tissue Authority when it is set up. We are not too sure exactly how many people sit on this group but have been advised of the following individuals:

Helen Shaw – Director of Inquest

Professor James Underwood – President of The Royal College of Pathologists

Anna Slatter – Welsh Assembly Government Representative

Professor Moxon

Professor Alan Templeton

Dr Michael Wilkes

Dr Phil Dyer

Whilst this group is working on the guidance for the new Human Tissue Authority, we hope that even though the majority of them appear to be from the medical profession, they will not forget the family perspective and the input from families and individuals involved in un-consented organ retention. It is because of the outcry from so many families around the country that there will be a new law regarding Human Tissue. The involvement of families must not be forgotten. We cannot change what has happened in the past but our experiences have had a direct bearing on what should happen in the future.

PITY II (Parents who have Interred Their Young Twice) is the parents' support group set up in the wake of the organ retention scandal
at Alder Hey Hospital (Liverpool, UK). It aims to provide self help support and advice to affected families.
