VOLUNTARY REGISTRATIONS: When a person wants a driver's license they go to the motor vehicle bureau and they apply for a license, effectively they register certain information with the motor vehicle bureau which then issues a license. Likewise, if one applies for various business licenses, day care homes, adult foster care homes, insurances, health plans, voting, etc. These are all at the wishes of the applicant, if the applicant wants the benefits, privileges or services of the agency, and meet the prerequisites, they voluntarily apply and receive license, certificate, or be permitted to vote, etc.
STATISTICAL REGISTRATIONS: The second type of "registration" is one that results from a prior fact about a person or event they are attached to. When a census is taken a person may indicate their nationality, race, sex, etc. On insurance applications the applicant may indicate they have had a prior accident or ticket. Hospitals upon admission ask the person's religious preference so that they can notify the clergy to visit. Statistical!

VINE is a privately run database that has a toll-free telephone number for each state in which it operates as well as a nationwide number for information (1-800-816-0491). VINE provides information that is updated daily on people who are charged and convicted of serious crimes. It tells of court proceedings and gives notification of a prisoner's transfer, parole hearings and release. In most states, anyone can use it. the following systems are either MANDATORY (resulting from sentencing), or INVOLUNTARY (resulting from a government perception).
VERIFICATION REGISTRATIONS: The third type of "registration"is one that results from a prior event of civil or criminal disobedience. An example, if a person received a number of moving violations the court may require them to attend a driving course, where they would have to register at the beginning of the course and receive a certificate at the end, so they can prove to the court that they have taken the course. Sometimes a parent is required by the court to take a parenting course, likewise they would have to prove they had done so. Should a court require a person to take some form of therapy, contacting the therapist and signing up for sessions are all forms of registration. Upon completion the therapist would provide a verification for the court.
INVOLUNTARY REGISTRATION-A: The newest type of "registration" is known as "Sex Offender Registration" which results from a person having been previously convicted of a sex offense or an offense that is construed to be a sex offense (explanation below). Under current state penal laws, after conviction and just before sentencing, the court requires that the agency (generally a probation office) that has jurisdiction of the offender to register the offender with that state's sex offender registry. Note: When these laws first were enacted they scooped up some prior offenders who were then under the jurisdiction of a state agency (courts -charged with a crime, jails- serving sentences, departments of corrections- serving sentences, on probation or parole, etc.).
INVOLUNTARY REGISTRATION-B: The State of California has a "registration" system known as "Sex Offender and Arson Registration" which results from a person having been previously convicted of a sex/arson offense or an offense that is construed to be a sex/arson offense. Under current California laws, after conviction and just before sentencing, the court requires that the agency (generally a probation office) that has jurisdiction of the offender to register the offender with that state's sex/arson offender registry.
INVOLUNTARY REGISTRATION-C: Even newer than "Sex Offender Registration" is "Career Offender Registration," and so far it is only in the state of Florida. This results from a person having been previously convicted of multiple offenses. Under current Florida penal laws, effective 1-1-2003, after conviction and just before sentencing, the court requires that the agency (generally a probation office) that has jurisdiction of the offender to register the offender with the career offender registry.
INVOLUNTARY REGISTRATION-D: Legislation has been proposed to create a "Ecoterriorism Registry." The ALEC, an organization of state and national lawmakers backed by corporate sponsors, has written model legislation that makes any property damage or destruction in the name of animal rights or environmental protection a category of domestic terrorism. The legislation would increase penalties and punish those who assist or finance such acts. It also would create a "terrorist registry" where a photo and other personal information about anybody found guilty under the law would be posted on a website for at least three years - similar to registries of sex offenders. "The legislation specifically addresses actions that are designed to intimidate, coerce, invoke fear or other forms of terror that are committed in the name of environmental or animal-rights activism," says Ms. Bourne. So far, lawmakers in Oklahoma, Texas, New York, Arkansas, Missouri, Nebraska, Ohio, and Oregon have introduced laws patterned after the model.
