This, in turn, reflected an increasing awareness that such a program can help prevent convicted offenders from re-offending. The SVSOTP's philosophy is founded on the premise that a thorough evaluation, intensive treatment and supervision of appropriate candidates can help protect the community by breaking the cycle of offending.
