Master Chief Wilmer L. "Butch" Carbo, Jr. was born in New Orleans, Louisiana on July 23, 1947. He graduated from Capitol Page School in Washington, D.C. in June 1965, having served as a Congressional Page for one year, and received his Bachelor of Arts degree in Secondary Education from Southeastern Louisiana University in June 1970.

Master Chief Carbo entered the Navy in January 1971 and reported for recruit training in Orlando, Florida. Upon graduation, he commenced Machinist's Mate "A" School in Great Lakes, Illinois, his first step in the Nuclear Power Training pipeline. Upon completion of "A" school, he reported to USS FRANKLIN D. ROOSEVELT (CVA-42) in Mayport, Florida for temporary duty awaiting Nuclear Power School. Following Nuclear Power School in Bainbridge, Maryland and prototype training in Ballston Spa, New York, his first permanent duty assignment was USS CALIFORNIA (DLGN-36) Precommissioning Unit at Newport News, Virginia. Additional sea duty includes: USS TEXAS (CGN-39) Precommissioning Unit, USS ARKANSAS (CGN-41), where he was frocked to Master Chief in March 1985, and his most recent sea tour as Command Master Chief aboard USS TEXAS (CGN-39) from August 1989 to May 1992.

Shore assignments include two tours at Nuclear Power School, Orlando Florida first as an instructor and section advisor, and the subsequent tour as Class Director and Command Master Chief. He reported to Precommissioning Unit USS HARRY S. TRUMAN (CVN-75) in August 1996 from his most recent assignment as Regional Command Master Chief for Commander, Naval Base San Francisco.

Master Chief Carbo's awards include the Meritorious Service Medal, Navy Commendation Medal (two awards), Navy Achievement Medal, Navy "E" (two awards), and the Good Conduct Medal (six awards), in addition to other campaign and service awards.

He is married to the former Fay Jennings of New Orleans, Louisiana. His daughter, Jennifer, resides in New Orleans, Louisiana, and his son Zachary resides in Slidell, Louisiana.
