  • Jack van der Meer was a long term MNR Staffer and is very familiar with the KHSS.
  • He was retained by the MNR to professionally prepare a background report for the LSC. It relies on 79 references and numerous maps, in addition to his extensive personal knowledge of the area and its history.
  • He notes in several places that there are "highly developed cottage lakes" within the KHSS
  • On page 65, in Section 7.7.1 and 7.7.2 he makes it very clear that compatibility and management problems will become an issue if a park or conservation reserve designation is immediately adjacent to these properties.

  • Mr. Trotter is a retired MNR staffer and obviously had very extensive knowledge of the KHSS area and of forestry practices. He objected to the park designation because it precluded the possibility of selective harvesting and / or culling of trees. He advocated selective harvesting using horses.

 

The following two presentations were made at an LSC meeting held at Sir Oliver Mowat Collegiate in Scarborough, on Nov. 25, 2000.

Approximately 50 persons attended this PUBLIC meeting, and 9 presentations were made. Despite the PUBLIC FORMAT of this meeting, when the LSC Project Manager was subsequently asked for a copy of the Turner-Family presentation, she advised the person requesting the submission that he could not

obtain a copy because the information was private! The submission was very "PRO-PARK", the requester wanted to try to understand the reasoning

of park proponents.

  • A criticism of the Council of Galway-Cavendish and Harvey for recommending buffer zones in Cavendish and Harvey.
  • The President of the CCA mistakenly assumed that the Council was specifically recommending a buffer zone at the northeast corner of Catchacoma. It had not!
  • This letter is, essentially, an attempt to prevent certain property owners on Catchacoma from developing and / or enjoying their properties.
  • It suggests, without any substantiation whatsoever, that persons who have recently acquired property on Catchacoma, did so with the intent to have it rezoned commercial (i.e. that they are speculators).
  • It also makes extremely exaggerated, negative and inaccurate statements about a trail to the northeast of Catchacoma from County Road # 507.
  • Many affected members of the CCA were not consulted by the President of the CCA before this letter was written.
  • The President of the CCA should apologize to a number of persons and Council for having written this letter. It should be retracted.

  • This proposal is motivated by "win-win" strategies. It is based on a survey of more than sixty references and over 200 emails and letters that have been circulated concerning KHSS issues. It also relies on the author’s significant personal knowledge, on the ground, of the northwesterly area of the KHSS.
  • It suggest s mechanisms for protecting: a) the environment, b) property access rights for KHSS property owners, and c) Free Use Policy Privileges for local property owners as well as transient visitors to the area.
  • It utilizes Modified Management Area mechanisms suggested by the GLSLA Round Table in March / April 1998, signage provisions of the Free Use Policy and the Public Lands Act, and proposes a novel use of the "Ontario Outdoor Card" to control usage of KHSS campsites and canoe routes.
  • As noted above, this proposal has received "general support" from Gord Gallant of the Ontario Federation of Anglers and Hunters.
  • As noted below, the Outdoor card Proposal is being recommended to the LSC by the Council for Galway-Cavendish and Harvey.
