Licensed Amateur Radio operators often  have to operate from less than idea locations. Covenants and local ordinances  restrict and often preclude antennas all together. This page covers some hardware and operating practices to make a reasonably effective  station.
The key to successful low profile operation is to take advantage of positive aspects of your location, don't dwell on what you can't have. Make a pro and con list of your situation.
For example:
Pro: Cable TV (less chance of TVI & low noise levels)
High ground conductivity (low ground RF loss)
30ft structure height (great for attic ant & dipole support)
House backs to open space (lower profile & better patterns)
Con: Strict antenna covenants (No TV antennas around at all)
Low topography elevation (tough for simplex operations)
Use your list to create your best antenna system.
