What we would like to see eBay change
Yahoo Group (requires login): 
Immediately suspend the accounts of sellers who receive more than one report of fraudulent sales. Permanently bar those with proven fraudulent activity - or at least notify potential buyers of pending eBay or criminal investigations.
Provide a "potential fraud alert" for any seller who builds a positive feedback rating selling small-dollar items who then offers a bunch of high-dollar items for sale.
Prevent sellers who are removed from eBay from resuming their fraudulent activities under a different member name.
Increase eBay's Fraud Guarantee from the current, paltry $200, and publicize this limit so buyers will be forewarned.
Remove the "pre-sale" option (allows sellers to purchase an item AFTER an eBay buyer has sent them their payment) to avoid the potential for misappropriation funds.
