This publication is the outcome of theoretical and scientific-organizational work that lasted for many years. In the same time it is only the beginning of a long way to understanding the idea of World Ecological Constitution (WEC), elaborating of its concept and project, solving the problem of perception and adoption of this global legal act of environmental security and sustainable development.
Though the elaboration of WEC idea started as far back as in April of 1992, on the eve of famous UN Conference on Environment and Development in Rio de Janeiro, this great work still requires a lot of conscientious, honest, thinking and highly professional peoples, that need not only their daily  bread, career, wealth and prosperity, but are thirsty of some lofty and sacred ideals that concern the survival and sustainable development of mankind in XXI century.
The book is aimed to contribute to realizing of real danger for civilization to vanish from the face of the earth and necessity to divert it, understanding of those things that are eclipsed with daily troubles. At the same time  the publication rather popularizes the idea of WEC as a tool for achieving the global environmental security and sustainable development than presents its complete conceptual fundamentals. It is of great importance for this idea to penetrate the consciousness, to be accepted by civil society and states and, finally, to take root in the life.
Problems of environmental security and sustainable development became of great importance due to approaching Earth summit “Rio+10” in August-September 2002 (Johannesburg, South Africa) and Fifth Pan European conference of environmental ministers “Environment for Europe” (Kyiyv 2003). Those were these events that gave  author the courage to publish this collection of incomplete and different by their seriousness materials.
So this book is rather the starting material for elaborating the concept of World Ecological Constitution than the concept itself. It cannot be qualified as a complete work, it cannot be seen even as a sketch option or concept outlines of World Ecological Constitution that are to be filled only. This is the material for reflections, discussions, for elaborating the unique idea aimed at preserving the life on Earth that sooner or later should be acknowledged and realized by the world community for the sake of survival and socio-economic development.
Author tenders his thanks to reviewers of the manuscript, academicians Yu. M. Pakhomov and Yu. S. Shemshuchenko and professor O. I. Shabliy. Special gratitude to academician M.A. Holubets (one of those who drafted the  Constitution of Ukraine that is in force today), who thoroughly read each page of manuscript,  made qualifying remarks and gave useful advices as how to put in order qualitatively various components of the book and to improve its contents.
Valuable help in elaborating of the World Ecological Constitution idea, particularly on the very beginning, was provided by doctor of jurisprudence, Professor M. V. Kostytskiy (Judge of the Constitutional Court of Ukraine) and candidate of economic science T. Yu. Tunytsya (research fellow of the Lviv national University named after I. Franko). Author is also grateful to B. A. Nevelyuk, P. Ya. Makarchuk, S. N. Krayevsky, L. V. Kalagurka, Ya. O. Chopyk and to many other colleagues that made a lot of efforts for this book to be published.
