KIOTO'S PROTOCOL |

In 1997
at Kioto the Parties to the Convention (see part B), engaged themselves in
the article 3 of the Protocol "to reduce the total of their greenhouse
gases discharges of 5% in relation to the level of 1990 during the period of
engagement from 2008 to 2012". That is for each country a percentage of
greenhouse gases emission has been fixed in relation to 1990, which will has
to be reached in the period from 2008 to 2012, with a global reduction
