Three favorites
If I had to recommend only three articles by Elster I would choose the following:

1. "The possibility of rational politics" [European Journal of Sociology/Archives Européennes de Sociologie (1987) 28 (1):67-103].
In a way I am sentimentally attached to this article since it was one of the first articles I read by Elster. The article is at the same time rigorous, easy to understand and full of implications for real life policy formation. If you can't find this article, a good alternative would be "Patterns of causal analysis in Tocqueville's Democracy in America" [Rationality and Society (1990) 3:277-297].

2. "Marxism, Functionalism and Game Theory" [Theory and Society (1982) 11(4):453-482].
This is without doubt one of Elster's main articles. It is carefully researched and controversial. You should not be scared by the term "Marxism" in the title since his arguments about methodology are relevant to the social sciences in general. An easier alternative to this article is "One Hundred Years of Marxist Social Science" London Review of Books (1983), 5 (11):8-10. However, as one can see from the number of pages, this article does not cover the material in the same degree of detail.

3. "Ethical Individualism and Presentism" [The Monist (1993) 76 (3): 333-348]. Once again this is an article which is rigorous, easy to understand, controversial and highly relevant. The article goes right to the heart of the debate about preferential treatment based on colour or gender, but it does not do so in a heated or emotional tone. If you can't get the journal, you should read the chapters in Local Justice which discusses the same issues.

Advice
I tried to create a list of recommended articles listed according to their main content, but this proved both impossible and redundant. It is impossible because Elster's articles are usually multidisciplinary (or more accurately: non-disciplinary). For example, "Marxism, Functionalism and Game Theory" could be classified under "Marxism", "The philosophy of the social sciences" and "Decision theory." Such classification is also redundant since the title, which is included in the database, indicates the main question dealt with in the article (but not the various intellectual tools used to answer the question). Hence, if you are interested in rationality you might simply search for "rationality" in the list of articles.

The reader should be aware that behind some of the somewhat boring or obscure titles, there is often a wealth of rich insights with relevance beyond the question dealt with in the article. For example, you should not be afraid of the articles on Marxism. Elster's work in this area is never dogmatic and always relevant beyond Marxist theory.
