A. Terry LUI's Definition of Whistleblowing in Hong Kong Appeal Court
In Anthony CHUA v Hong Kong Colonial Government, CA Civil No. 137 & 150 of 1991, it is set out as "sounding an alarm drawing attention to instances of abuse or neglect in the organisation which might threaten public interest", cited in the journal Hong Kong Public Administration 4.2:252-264 "Whistleblowing: Public Interest or Personal Interest?
