WHAT IS THE ESTATE MANAGEMENT BOARD?
The EMB is the management body of the Halton Moor Friendly Society and is made up of 18 elected tenant representatives, 12 of whom are Council tenants, 2 Owner Occupiers and 4 are nominated elected members. Formed in 1992, the EMB undertakes comprehesive community led regeneration and housing management for people living on the Halton Moor Estate in Leeds. In partnership with Leeds City Council, the EMB is responsible for running the Housing Management Office, the services provided from that office, and the annual budget to cover the costs of the service. This is by legal agreement with the council.
WHAT AND WHERE IS HALTON MOOR EMB?
The Halton Moor Estate was built in 1938/39 to rehouse people from a clearence area surrounding East Street known as the 'The Bank'. It consists of predominantly inter-war type properties and is situated approximately 3 miles east of Leeds City Centre on the edge of the green belt. Halton Moor is well placed geographically. It is surrounded by large open spaces, parks and a golf course.

There are approximatly 900 properties on the estate which are managed by the Estate Management Board in partnership with Leeds City Council. The EMB have a team of officers seconded to them from Leeds City Councils Department of Housing and Environmental Health. The current teams form the Housing Management and Development capacity of the EMB
