Mr. Keisuke Yamanami left Shinsen-gumi Company and ran away. However he was caught by Mr. Souji Okita in Outsu. Outsu at present is the prefectural seat of Shiga Prefecture and is located in the east of Kyoto city. Osaka people think Outsu is under Seibu group. Formerly Mr. Masayoshi Takemura, a famous statesman in Japan, was Governor of Shiga Prefecture. He was a fast-stream bureaucrat of Ministry of Home Affairs in Japan. He is famous for an administrative reform. Thereafter his group declined. Outsu is under Seibu group.
When you go to Outsu, you can see Outsu PARCO, a department store and can see Outsu Prince Hotel. Seibu group has two other hotels in Shiga Prefecture; Okubiwako Makino Prince Hotel and Hikone Prince Hotel. Seibu group has a railway company in Shiga Prefecture; Oumi Tetsudou.
But if you want to go from Kyoto to Outsu, you should take a JR train or a Keihan train. The name of Keihan train is Keishin Line.
You can see many homepage on Keihan Railway Keishin Line in Japan because the major part of Keishin Line was discontinued on 10/11/97.

I introduce new system of Keihan Keishin Line.
Keihan Keishin Line was formerly a kind of surface car. This time Kyoto City laid down a subway line named Kyoto City Subway Touzai Line between Nijou (west of the city) and Daigo (south of the city). Keishin Line trains utilize the Touzai Line in the center of the city.
Keihan Railway used 15-meter long cars in Keishin Line. One unit there consisted of two cars. In the new system, Keihan Railway uses 16.5-meter long cars there. One unit in the new system consists of four cars.
Passengers must obtain tickets at ticket vending machines. (Formerly Keishin Line passengers obtained tickets in the train.)
The new type cars are not popular among Kyoto people. These blue-colored cars are called system 800.
