PART I,
ARTICLE 2: From the "Tree of Righteousness" truth and peace will go to the four corners of the earth. This will be done
through peace, charity and respect to all people. Should anyone or group of people wish to embrace truth and peace they
must covenant to obey and honor AHRRE NEW-WERE-NA NE-MUP ZA-NACH, which includes The Constitution,
The Law, and The Covenants of the People. They must also covenant to obey The Grand Council, and any Council in
their legislative line. Then they will be welcome. The Creator shall place a Standing Chief over this council to warn of any
dangers that would destroy this people or AHRRE NEW-WERE-NA NE-MUP ZA-NACH.
ARTICLE 3: A Western Hemlock Tree will symbolize our complete union. This is because the Hemlock regardless of its
size always bows its head before the Creator. This will remind us to be humble at all times. Our power and safety comes
from our union under the branches of the "Tree of Righteousness", and the singleness of our collective minds. Our
Covenants bind us into one heart, one might, one mind, and one strength. In this union we can settle all matters as one.
We will consider all future generations first in all of our choices. In the time of the "Transformation of Matter" all weapons
of war must be destroyed.
ARTICLE 4: All women from the age of 16 years upward sit and have voice in the Mothers Council. The women have
the great responsibility of caring for the young for all time, they must watch carefully over AHRRE NEW-WERE-NA
NE-MUP ZA-NACH that it is are preserved for all future generations.
ARTICLE 5: From all the Mother of the Nations, Tribes, Bands, Clans, Hoops, Stars, and Circles that are organized at
the time that the First Mother Council is to be formed and organized three First Council Mothers will be chosen. These
three will watch over AHRRE NEW-WERE-NA NE-MUP ZA-NACH, and the Grand Council. They will select a
Speaker and through their Speaker communicate the will of all the Mothers from the Nations, Tribes, Bands, Clans,
Hoops, Stars, and Circles to the Grand Council.
ARTICLE 6: The Grand Council stands atop the Tree of Righteousness. It is the Senior Council and has Stewardship
over the People of the Earth. The Standing Chief will be selected by a First Mothers Council as soon as there are
sufficient numbers of people organized to support the Grand Council.
RULE 1. Through the First Council Mothers a leader from the People will be prayerfully selected to act as Standing
Chief. The Council is to be convened and organized by the Standing Chief he is subject to the rules of the
Grand Council and AHRRE NEW-WERE-NA NE-MUP ZA-NACH or The Peoples Law of Peace. He is
elected Standing Chief by the Council upon convening of the Council.
RULE 2. The Grand Council (Council of Fifty) is organized with 49 members selected by the Standing Chief.
RULE 3. Before a man can be accepted as a member of the Grand Council his name must be approved by the First
Council Mothers and voted upon by the members of the Grand Council, voting unanimously in the
affirmative. When invited into the Council he must covenant by uplifted hand to maintain all things of the
Council inviolate and must be agreeable to the order of the Council. Before he accepts his seat he must also
agree to accept and protect AHRRE NEW-WERE-NA NE-MUP ZA-NACH, and the People.
RULE 4. Members of the Council sit according to age, except the Standing Chief, Clerk, and Recorder. The twenty
three youngest members of the council are called the Younger Brothers. The eldest twenty four members of
the council are called the Elder Brothers.
RULE 5. According to the order of voting in the Council, a Recorder and a Clerk of the People are elected. The Clerk
takes the minute of the meeting and the Recorder enters the approved minute into the official records of the
People. They are voting members though they do not occupy a seat in the circle.
RULE 6. All matters are presented to the Council by or through the Standing Chief. All matters must be submitted in
writing.
RULE 7. All matters will be brought before the whole Council by the Standing Chief. He will then turned over the
matter to the Council for discussion. At this time the Elder Brothers and the Younger Brothers can quietly
discuss the matter amongst themselves to gather their questions, concerns, or comments. When they have
discussed these in their separate groups and are ready, according to the ancient order; each person speaking
in turn from the oldest to the youngest member of the Council, commencing with the Standing Chief has the
opportunity to state their comment, concern, or question. No one is allowed to speak out of turn. When all
members of the Council are satisfied a motion can be made on the matter.
RULE 8. To pass, a motion must be unanimous in the affirmative. Voting is done after the ancient order; each person
voting in turn from the oldest to the youngest member of the Council, commencing with the Standing Chief.
If any Council member has any objections he is under covenant to fully and freely make them known to the
Council. But if he cannot be convinced of the rightness of the course pursued by the Council he must yield, or
withdraw membership in the Council. A man will lose his place in the Council if he refuses to act in
accordance with righteous principles in the deliberations of the Council. After a motion is accepted, no fault
will be found with it or changes sought for in regard to the motion.
RULE 9. No member is to be absent from any meeting unless sick or on Council business. If this were not the case, rule
#8 could be invoked to invalidate any action of the Council.
RULE 10. A member that is ill or on council business for an extended amount of time may be replaced temporarily
through his own suggestion or by the First Council Mothers. Any replacement must meet the same
requirements as a regular member of the Council.
RULE 11. A member can be assigned to only one committee of the Council at a time.
RULE 12. Adjournment and specific date of reconvening the Council are determined by vote. The Council may be called
together sooner at the discretion of the Standing Chief. If the Council adjourns without a specific meeting
date (sine die), it next meets only at the call of the Standing Chief.
ARTICLE 7: From all the Mothers of the Tribes, Bands, Clans, Hoops, and Stars that are organized at the time that the
Nation Mothers Council is organized a Nation Mother will be chosen. She will watch over the AHRRE
NEW-WERE-NA NE-MUP ZA-NACH, and the Nation Council and through Her Speaker communicate the will of all
the Mothers from the Nation, Tribes, Bands, Clans, and Stars to the Nation Council.
ARTICLE 8: The Nations Council shall be organized when two Tribes have been established. When fourteen Tribes have
been established and organized a second Nation will be organized from the thirteenth and fourteenth tribes and so on until
all the people of the earth are organize within AHRRE NEW-WERE-NA NE-MUP ZA-NACH.
ARTICLE 9: All Councils under the Grand Council will act under the direction of the Nation, Tribe, Band, Clan or Hoop
Chief using the rules for the Grand Council as a guide.
ARTICLE 10: In a Nation Mothers Council the Nation Chief will be prayerfully selected. He will, with the approval of the
Nation Mothers Council select a Second Chief. These together will select the War Chief, Clerk, and Recorder and four
Runners. The Nation Mothers Council will also select the Medicine Man, Peace Chief, and Speaker.
ARTICLE 11: From all the Mothers of the Bands, Clans, and Stars that are organized at the time that the Tribe Mothers
Council is organized a Tribe Mother will be chosen. She will watch over AHRRE NEW-WERE-NA NE-MUP
ZA-NACH, and the Tribe Council and through Her Speaker communicate the will of all the Mothers from the Tribe,
Bands, Clans, and Stars to the Tribe Council.
ARTICLE 12: In a Tribe Mothers Council the Tribe Chief will be prayerfully selected. He will with the approval of the
Tribe Mothers Council select a Second Chief. These together will select the War Chief, Clerk, and Recorder and four
Runners. The Tribe Mothers Council will also select the Medicine Man, Peace Chief, and Speaker.
ARTICLE 13: The Tribe Council shall be organized when a group of two Bands have been established. When fourteen
Bands have been established and organized a second Tribe Council will be organized from the thirteenth and fourteenth
Bands, and so on until all the people of the earth are organized in AHRRE NEW-WERE-NA NE-MUP ZA-NACH.
ARTICLE 14: From all the Clans, and Stars that are organized at the time that the Band Mothers Council is organized a
Band Mother will be chosen. She will watch over AHRRE NEW-WERE-NA NE-MUP ZA-NACH, and the Band
Council and through Her Speaker communicate the will of all the Mothers from the Band, Clans, and Stars to the Band
Council.
ARTICLE 15: In a Band Mothers Council the Band Chief will be prayerfully selected. He will with the approval of the
Band Mothers Council select a Second Chief. These together will select the War Chief, Clerk, and Recorder and four
Runners. The Band Mothers Council will also select the Medicine Man, Peace Chief, and Speaker.
ARTICLE 16: The Band Council will be organized when twenty families have been established within AHRRE
NEW-WERE-NA NE-MUP ZA-NACH.
ARTICLE 17: There are twelve sacred names for Clans they are BEAR, WOLF, RAVEN, TURTLE, DOVE, DEER,
BEAVER, HAWK, TURKEY, COUGAR, RABBIT, and FOX. These Clans are distributed through their respective
Nations, Tribes, and Bands. The Clan shall be the sole holders of the soil of the country and in them vested, as a birthright
to all future generations. A Clan is organized into three Hoops in an established Band. In a Band all twelve of the Clans
are organized. The people of the same Clan shall accept one another as relatives regardless of the Nation they belong to.
Men and women of the same Clan are forbidden to marry among themselves.
ARTICLE 18: From all the Mothers of the same Clan that are organized in Stars at the time that the Clan Mothers
Council is organized a Clan Mother will be chosen. She will watch over the AHRRE NEW-WERE-NA NE-MUP
ZA-NACH, and the Clan Council and through Her Speaker communicate the will of all the Mothers from the Clan, and
Stars to the Clan Council.
ARTICLE 19: In a Clan Mothers Council the Clan Chief will be prayerfully selected. He will with the approval of the
Clan Mothers Council select a Second Chief. These together will select the War Chief, Clerk, and Recorder and four
Runners. The Clan Mothers Council will also select the Medicine Man, Peace Chief, and Speaker.
ARTICLE 20: A Clan will be organized when two Circles of the same clan are established.
ARTICLE 21: When there are three Stars of the same Clan established the Hoop Council shall be organized.
ARTICLE 22: In a Star Mothers Council the Hoop Chief will be prayerfully selected. He will with the approval of the
Star Mothers Council select a Second Chief. These together will select the War Chief, Clerk, and Recorder and four
Runners. The Star Mothers will also select the Medicine Man, Peace Chief, and Speaker.
ARTICLE 23: This is the organization of a Hoop. Three Hoops of the same clan constitute a Clan within the organization
of a Band. This should continue until all the people of the Earth are protected within AHRRE NEW-WERE-NA
NE-MUP ZA-NACH.
ARTICLE 24: The Star shall be organized when there are five Circles of ten families of the same Clan. The Star Clan
Mother shall be selected by all the Mothers in the Star she will watch over AHRRE NEW-WERE-NA NE-MUP
ZA-NACH, and the Hoop Council and through Her Speaker communicate the will of all the Mothers from the Stars and
Circles to the Hoop Council. When there is a Band organized the War chief will select a Star Warrior to watch over the
Star.
ARTICLE 25: The Star shall be organized when five Circles of ten families of the same Clan have been established.
When seven groups of ten families of the same Clan have been established and organized a second Star will be organized.
When twelve groups of ten families have been established the third Star will be organized.
ARTICLE 26: A Circle is a group of ten families of the same Clan. When there is a Band organized the War chief will
select a Circle Warrior to watch over the Circle.
ARTICLE 27: A Mothers Council will be the first Council organized at each level of Council organization. At each level
of organization and from all the mothers a Star, Clan, Band, Tribe, Nation, Mother will be chosen, to represent them and
watch over and to preserve the AHRRE NEW-WERE-NA NE-MUP ZA-NACH.
ARTICLE 28: Should any Leader of the People try to establish an independent authority other than that of the AHRRE
NEW-WERE-NA NE-MUP ZA-NACH or the Peoples Law of Peace he or she shall, firstly, be warned by their Three
Mothers. If they do not heed the warning a second warning will be given by their Council peers. Should they disregard
this, a third and final warning will be given by the Council from the next level above them. If they still refuses, the First
Mothers shall select a Speaker to accompany them and speak for the First Mothers. The Speaker shall dismiss them and
another shall be chosen by the Three Mothers to take their place. If this person is a representative of the Grand Council
the First Mothers shall, with the selected speaker, bring their recommendation to the Standing Chief and the Grand
Council.
ARTICLE 29: When any leader is in error by not acting in the best interest of the People then the men or women or both
together shall bring the matter up in open Council. If the leader disregards a third warning from his people for an error or
wrong doing the women shall select a Speaker to accompany them and to speak for the Mothers. The Speaker shall
dismiss the leader and another shall be appointed in their place. If this person is a representative of the Grand Council the
First Mothers Shall with the selected speaker bring their recommendation to the Standing Chief and the Grand Council.
ARTICLE 30: All leaders of the people must be honest in all things. They must not be idle nor gossip, but be people
possessing those honorable qualities that make true leaders. Leaders must have thick skins, that is they must have the
ability to disregard words that might be said against them or any wrong against them. Their hearts shall be filled with
peace and goodwill. Their spirits want for the good of the people. They will endure long suffering in the carrying out of
their duties, and firmness will be handed out with kindness. The spirits of anger and fury shall not find place in them, and in
everything they say and do they will think only for the people and not for themselves, thinking ahead; not only of the
present, but also of the generations of the unborn yet to come. It shall be a serious wrong for anyone to direct a leader
into trivial affairs, for the people must ever hold their leaders in high esteem, out of respect to their honorable positions.
ARTICLE 31: All leaders must take a solemn oath to protect and defend AHRRE NEW-WERE-NA NE-MUP
ZA-NACH this includes the Constitution, The Law, and the Covenants of the People and hold them inviolate,
unchangeable, and immovable for the protection of the people. If any Article, law, or Covenant is to be changed it can
only be changed by the unanimous voice of the people.
ARTICLE 32: Any leader of the People who conspires to over throw AHRRE NEW-WERE-NA NE-MUP
ZA-NACH or any person found following such a leader shall be cast out from among the People.
ARTICLE 33: Hoop, Clan, Band, Tribe, or Nation Chiefs are responsible for the temporal and spiritual welfare of that
group of people directly under their organization of leadership. They stand at the head of that Council. They are
responsible to keep their people informed in all communications from the Grand Council or Councils in their direct line.
They are also responsible to the organization over them to pass on any communications from their people to the required
Council, and assist any person that requires audience with any higher Council.
ARTICLE 34: The Second Chiefs first duty is to act in the best interest of the people. To counsel and assist his Chief in
all matters, and to act in his absence when necessary.
ARTICLE 35: The Medicine Man acts as a spiritual advisor and healer to the people. He reminds them of their Creators
will and words, and to keep AHRRE NEW-WERE-NA NE-MUP ZA-NACH. He shall be among his people, and
assisting the Peace Chief when necessary.
ARTICLE 36: It is the responsibility of the Peace Chief to settle problems or arguments between the People of the
Kingdom at his level of organization. He should constantly speak peace to the People. His is a voice of counsel. If a
matter comes before the Peace Chief that he cannot settle he will bring it to the attention of the Medicine Man on the
Council. If the two of them cannot settle the difficulty they will bring it to the attention of the Council. If the Council cannot
come to a settlement the next highest Peace Chief will be consulted and so on until the matter comes before the Grand
Council. The decision of the Grand Council is final. If the People are threatened by a foreign nation under the direction of
the highest organized Council it becomes the Peace Chief (with the protection of the War Chief and as many Warriors as
he deems necessary) and offer peace to the foreign nation. If the Foreign nation refuses peace the third time they will be
warned that the People of Peace will defend themselves against the foreign nation and not allow any harm to come to the
People.
ARTICLE 37: It is the responsibility of the War Chiefs to establish units of instruction to teach the males 12 years of age
and older, Honor, Honesty, Integrity along with temporal and spiritual skills that enable our people to live in harmony with
our Earth Mother. Those skills of food growing, gathering, hunting, tanning, fire building, and others necessary for the
protection and benefit of the People. Males will be considered men when they have reached 16 years of age. They are
then considered Warriors. If it becomes necessary for a person to be cast out from the People of the Kingdom The First
Mothers will call the War Chief to remove the person from among the People. The War Chief can call together the
amount of Warriors necessary to make this possible. If the people are threatened by a foreign nation the War Chief,
under the direction of his Council, will call together as many of the Warriors as is necessary to contain the threat. The War
Chief will work together with and in conjunction with other War chiefs so that the People will be defended against any
enemy, foreign or domestic.
ARTICLE 38: The responsibility of the Council Fire belongs to the Recorder and Clerk of the Councils. The Clerk takes
the minute of the meeting and the Recorder enters the approved minute into the official records of the People. They are
voting members though they do not occupy a seat in the circle. If a matter needs to be brought before the Council at a
time when the Council is not meeting the Recorder or clerk, under the direction of the Chief, will dispatch Runners to
gather all the representatives of the Council. In all Councils the Recorder will confirm all motions and decisions made, or
referred to by the council. The Council cannot be officially opened until all the Representatives are present or accounted
for as stated by rule #7.
ARTICLE 39: Speakers are chosen by the Mothers of a Nation, Tribe, and Band for their ability to express the concerns
of his Mothers. The men selected are the best orators and accompany the Mothers when they must meet their
Representative in the Grand Council. The Speakers then speaks to the Representative on behalf of their First Mothers.
The Speakers will also speak for the Mothers when a leader is to be warned or removed from their position.
ARTICLE 40: Runners carry messages of the People of Peace. Each message is considered a sacred trust. Runners
should be selected from the strongest and fleetest. The messenger will be instructed to remember his errand, to go with
haste and to deliver this message according to the instructions. A Runner should never be detained from his duty.
ARTICLE 41: All Warriors are Warriors for the Creator. They seek peaceful answers and solutions through honesty,
integrity, strength and knowledge. They do not lust for the blood of another, rather they would seek to save life rather
than to take life. The role of a Warrior is to protect those families under his care and to assist in their welfare when
required.
ARTICLE 42: The Star Warrior of fifty shall be called after a Band is formed, and when two Circles or a group of twenty
families have been established. When seven circles or seventy families have been established and organized a second Star
Warrior of will be called. When twelve circles or one hundred and twenty people have been organized a third Star
Warrior will be chosen. A Star Warrior is responsible for the five Circle Warriors and their families directly under him.
ARTICLE 43: The Circle Warrior is a most sacred position. They are responsible to see to the well being of ten families.
If any of his families have needs they cannot meet on their own it becomes his responsibility. He is to assist any male that
wishes to warn the people of a danger by taking this warning to the Council. He relays the feeling of the male members of
the families to the Star Warrior that there may be an accurate accounting of the desires of the people.
ARTICLE 44: A Warrior is any male 16 years of age or older that holds no other titles. He has been taught the ways of a
Warrior by a War Chief. It is his responsibility to see that his family is taken care of and defended if need be. He is to
assist the Circle Warrior and Star Warrior in helping those that are in need of assistance when requested to do so.
ARTICLE 45: We are now representatives of the People. In Council we are unified in a circle. The Circle will symbolize
our confederation. If a representative or individual submits to the laws of a foreign nation or goes outside of this Circle
then he will lose all rights and titles. The rights and titles will stay with the people of AHRRE NEW-WERE-NA
NE-MUP ZA-NACH. The representatives of the people of AHRRE NEW-WERE-NA NE-MUP ZA-NACH must
maintain the strength of the Circle so that nothing will weaken the confederation.
ARTICLE 46: If any person can see any danger that threatens the people of AHRRE NEW-WERE-NA NE-MUP
ZA-NACH it becomes the responsibility of that person to warn the people of The Law through the Confederation. The
Confederation shall counsel and discuss the danger. When the truth is known and if the danger is actual then the leaders
shall seek the Creator through much fasting and prayer. When the Creator has been found for each leader, the leaders
shall gather to resolve the problem by putting their minds together to restore peace and happiness.
ARTICLE 47: There will be no war amongst us. Our differences will be settled in our councils. We look forward to the
time when we can destroy all our weapons of war. Then we will plant an Evergreen tree to celebrate and once again seal
our covenant to live AHRRE NEW-WERE-NA NE-MUP ZA-NACH. We wish that trouble between all people would
cease and AHRRE NEW-WERE-NA NE-MUP ZA-NACH would go forth upon the Earth Mother and be preserved
within the Confederation for all time.
ARTICLE 48: Each Council meeting shall be opened first by giving thanks and greetings to the representatives; secondly
with a prayer of Thanks and request for wisdom from the Creator in considering all motions that come before the Council.
The Council shall then be declared open and ready to discuss all matters and motions. The Council shall be closed before
dark as the Council shall not convene after dark.
ARTICLE 49: Any discussion of a motion or matter will be done in accordance with the ancient order, that is each
Representative speaking in turn from the oldest to the youngest. Once their turn is relinquished, regarding the matter or
motion, the Representative must wait until his next turn for further discussion, this according to the ancient order.
ARTICLE 50: No person or foreign nation who is interested in a matter before the Council shall have any voice in the
Council except to answer questions put forward by the members of the Council.
ARTICLE 51: If a Representative of the Council neglects, abandons, or refuses to attend the Council his fellow
Representatives will send a messenger to the Mothers and the Mothers will ask his intentions. He will not be asked more
than once. If he refuses the First Mothers will appoint another in his place.
ARTICLE 52: Any member of the council that is found guilty of breaking the AHRRE NEW-WERE-NA NE-MUP
ZA-NACH will be replaced.
ARTICLE 53: If any member of the Council suffers from an illness that does not allow him to be present at the Council,
the First Mothers shall appoint a person to act on his behalf.
ARTICLE 54: If any member of the Council chooses to resign his position on the Council, he shall inform the Council and
the First Mothers. The First Mothers shall appoint another in his place. However, if the First Mothers decide that he
should retain his place on the Council, he must do so.
ARTICLE 55: Any person wishing to be adopted by The People will be taught through the Peace Chief. They will be
taught all of AHRRE NEW-WERE-NA NE-MUP ZA-NACH or The Peoples Law of Peace and the ways of the
People. The adoptee through fasting and prayer shall find which Clan they belong to. The adoptee may then petition the
Clan Mother of the respective Clan for entry into the Clan. It is the Clan Mothers responsibility to insure the adoptee
understands all of AHRRE NEW-WERE-NA NE-MUP ZA-NACH or The Peoples Law of Peace. The Clan Mother
through prayer and fasting shall determine if this adoption is correct and act as the spirit directs. The Peace Chief shall
administer the Covenants of the People to the one being adopted. The Clan Mothers and Recorder should also be
present. The adoptee shall then consider themselves of The People.
