Subject: (U) Personnel Communications Suggestions (Stan Friedman)

Guy, confirming my telephone conversation with Stan Friedman, Manager, Corporate Personnel Communications, yesterday, he said he implemented the ideas contained in suggestions 923040100 and 923090009-11 without the knowledge of the existence of the suggestions. In accordance with Manager's Manual Reference 02-24, "A suggestion will remain eligible for an award even though the idea in the suggestion is implemented without the knowledge of the existence of the suggestion".

With respect to the suggestions being predated by prior management action, Stan said that he has no documentation to support this. As indicated in correspondence dating back to 1989 which I have previously submitted to you and Jerry Michael, I discussed these suggestions with Stan's predecessor, Ellyn MacDonald; Bill O'Neil, Corporate Information Development; Jim Northam, then AA to Terry Lautenbach; Bill Whalley, then Director of IBM Information; and Stephanie John, then AA to John Akers, to name only a few.

As a result of the above, could you please reopen these suggestions for evaluation and award determination. Using actual Corporate Communications publications cost data, the Online Personnel Library business case and Publishing Services & Distribution "Print on Demand" Implementation Plan, I conservatively estimated the savings from implementing the ideas contained in the above suggestions to be in excess of $600,000.
