The idea of observing 2004 as Year of Scientific Awareness was conceptualized in a meeting of representatives of State S & T Councils held in Technology Bhavan, New Delhi, while discussing plans of science popularization activities for 10th Five Year Plan. Hon’ble Minister of State (S & T). The first announcement to this effect was made by the Hon 'ble Minister at the inaugural function of 10th National Children's Science Congress, held at Mysore on December 27, 2002.

The Hon’ble Prime Minister released Science & Technology Policy in January, 2003 with the objective of ensuring the fullest use of developments in science & technology for tIle well being of tIle people. The policy objectives specifically state "To ensure that the message of science reaches every citizen of lndia, man and woman, young and old, so that we advance scientific temper, emerge as a progressive and enlightened society, and make it possible for all our people to participate fully in the development of science and technology and its application for human welfare. Indeed, science and technology will be fully integrated with all spheres of natlonal activity".

  Sub:    Inauguration of Kala Jathas on 2.10.04, Gandhi Jayanti.

 The Jathas have been trained in the three Regional Camps at Guru Kidhab in Faridkot , Lambran in District Jalandhar and Sangrur for 10 days from 22nd of September to Ist of October by State Kala Directors trained in State Workshop including Sh. Baljeet Singh, Sh. Karamjit Singh, Sh. Rajinder Sharma, Sh. Raj Kumar, Sh. Prabhjot Singh Jyoti, Sh. Gurcharan Singh and Sh. Iqbal Grajjan Punjabi Serial and film Producer. Supervised by Sh. Gursharan Singh known theatre personality of Punjab.

            The inauguration ceremony was held in beautifully decorated auditorium of shaheed Baba Khushal Singh Model Senior Secondary School Lambran. Sh. Balbir Singh Sechawal, who is a known personality and leader of the peoples campaign for cleansing of the Bein, I rivulet in district Kapurthala, while addressing the gathering laid stress on Water Preservation and Cleansing/Disilting of Water Bodies by Peoples Participation, while ADC(D) promised all help from the side of administration to this noble venture. Dr. (Mrs) Neelam Gulati Sharma, who observed the whole programme keenly in her address stressed upon the role of RVPSP and PSCST in Popularization of Science and the importance of YSA.

                        Dr.(Mrs) Neelam Gulati Sharma also inaugurated the Book Exhibition of YSA, where Books of BGVS / YSA, VHAP and Health Group of Amritsar are for the exhibition. She noted that large number of titles on health, water, sanitation, female feticide, woman children activity corners, soil conservation are available in Punjabi for common man. It also had a book on Sauudesi De Rah in memory of Mahatma Gandhi Ji.

            She also inaugurated the Science Exhibition containing various sets of Posters on Indian Scientists, Health, Water, Sanitation, Nutrition, Biodiversity and Preparedness for Disaster Management specially prepared by BGVS for YSA. Posters of NCSTC were also a part of the Exhibition.

            A State Level Poster of YSA was released by Dr. Pyara Lal Garg, State Coordinator.

            The Jathas, each having 20 Artists Managers and Science Communicators were flagged off by the dignitaries including ADC(D), Dr (Mrs) Neelam Gulati Sharma and Sant Bilbir Singh Sechawal in the decorated vehicles with flags, stickers and banners of YSA.

            Three Vans carrying the Exhibitions for all the three Jathas were also flagged off.

            Principal of the school extended all cooperation. Dr. Nirmal Singh, who is leading member of the trust had helped a lot as told by Sh. Sanjiwan Dadwal.

            Despite heavy rains all over Punjab, the three Jathas reached their places of visit at night. Ravi Jatha staged the programme at Racshpalwan in Hoshiarpur, where a gathering of about a thousand witnessed the programme. Other two Jathas Satluj and Beas reached their Spots in Nawan Shehar and Faridkot respectively. The people of the concerned villages welcomed the Jathas warmly despite heavy rains.
