EFFL RULES

2000/2001 SEASON

 

1.                    All Franchise owners shall assemble at an agreed upon time and place for the annual draft.

 

2.                    The draft order is listed below for the 1st round.  After the 1st round, names will be drawn out of a has so that during the next 9 rounds, every other team will have the chance to have the 1st pick in a round.  At the end fo 10 rounds, each team will have had the 1st pick in one of the rounds.  The same format will be followed for the next ten rounds.  The last 2 rounds will be random pick for the 1st pick of the rounds.  There are only 22 rounds on draft day, along with the 3-5 franchise players makes a full 25 man roster.  Each franchise owner shall select from the following categories:  Quarterbacks, Running Backs, Wide Receiver, Tight Ends, Kickers and Defense/Special Teams.

3.                    Each Franchise owner shall submit a starting lineup each week as listed below:

5.                    The defense/special teams “player” and the kicker, unlike the rest of the players, is an entire NFL team.  It scores whenever any player on the team scores a field goal or kick conversion (for the kicker) or a kickoff return, punt return, interception return, fumble return of an opponents fumble, blocked punt or safety (defense/special teams).  The defense/special teams player also scores on fake punts and fake field goals.  On a fake field goal, if the kicker himself either throws the pass, receives the pass or runs the ball in, the kicker and the defense/special teams players will both score a touchdown.

 

6.                    If a player isn’t on a franchise roster, he is considered to be a free agent available on the waiver wire.  Franchise owners may obtain any player off the waiver wire by notifying the league commissioner.  For each player obtained via waivers, a player must be released.  All franchise owners must be informed a player has been waived before any team can acquire that player and if more than one franchise expresses interest in signing the player by Friday night, he will be assigned to a team by coin flip or other random method.  If a player hasn’t been requested by the end of Friday night, it will be first come firs serve until rosters are due no Saturday night.  On weeks when there are Thursday games, the same rules will apply, but if more than one person desire the same player and wants to play that player on Thursday, Friday or Saturday, as it may be, then the request for that particular player must be put in for by the night before that players game takes place.  i.e., A player who 2 people request is playing on Thursday night, it must be decided before the Thursday night game as to who will get the player so they can put them in their line-up for that week if desired.  The rest of the players who play on Sunday will have until the usual Friday night deadline to put in dibbs.

 

7.                    If 2 or more franchise owners wish to trade players, they may do so by contacting the league commissioner.  Trades shall be allowed after the 3rd week of he season until the time of rosters being due for the 12th week of the season.  Any trade may be vetoed by the league commissioner or a simple majority vote of the owners.  The commissioner’s veto may be overturned by a simple majority vote of the owners. 

 

8.                    The schedule and conference alignment’s shall be prepared by the league commissioner.  Team numbers for each franchise shall be determined randomly at the beginning of the draft.  There shall be a 15 game regular season, corresponding to the first 15 games of the NFL regular season.  Weeks 16 and 17 of the NFL regular season will be the EFFL’s playoffs.  Week 16 will be the Conference Championship games.  Week 17 will be the Super Bowl and Consolation game. 

 

9.                    The following is the tie breaking scheme should 2 or more teams have identical records at the end of the season.

10.                 Game ties stand in the regular season and count as half a win and half a loss in the standings.  For playoff games, owners shall submit a “Sudden Death” order for the line-ups, and should the teams tie, then would compare score of “Sudden Death” order one player at a time.  The next tie-breaker is total offensive yardage of the starting field players, the total distance of all scores.  If the tie still stands, the home team (Team with the best regular season record) will win.

 

11.                 The league commissioner shall prepare reports weekly and distribute them in a timely manner to all franchise owners.  There will also be info available on the internet, I will give the address when ready for use. (Still building it)

 

12.                 Each franchise will have a 25 man roster.  As few as 20 players may be drafted on draft day.  The remaining 5 players must be called into the commissioner no later than 8:00 PM the night before the first game of the season.  If a player is drafted but does not make the NFL teams final cut, he can be dropped and a new choice made before the time the 1st weeks line-ups are due.  After that a roster move will be need to replace him.

 

13.                 Owners must call in their rosters no later than 8:00PM on the night before the first NFL game of the week.  If the 1st game of the week is on other than a Sunday, only the players you wish to have in your line-up for the early games must be called in.  AT no time will any line-ups be accepted after Saturday night.  If no call is received, the previous weeks roster will be used.  If no roster is called in before the 1st week of the season, the draft order will determine the line-up, i.e., the first 2 quarterbacks drafted, the first 3 running backs and so on.  The 8:00 PM call in time is not set in concrete, but I will NOT accept any line-ups on the day of the week’s first game.

 

14.                 Roster moves will be limited to 8 per season and can be used at any time.  Two of these roster moves may be treated as an injury move in that the player being replaced can be retained in a hold condition and unavailable to other franchise. The player in hold cannot be used until taken out of hold, at which time his replacement must be dropped from the roster and placed back on the waiver wire.  All other roster moves will entail the one to one swapping of roster player and a player in the “player pool”.  With the exception of the earlier stated special cases, all roster moves will be first come first serve.

 

15.                 Each franchise will have a name.

 

16                  During draft day, there shall be a 2-minute time limit to make your choice.  The clock will start again each time a choice is announced.  AT 1 minute 45 seconds, time will be announced as 15 seconds left.  If a choice has not been made by the 2-minute make, the choice shall be moved to the end of that round.  The 2 minute rule will be strictly enforced so please come to the draft prepared.  If each owner uses the full 2 minutes, 10 teams making a minimum of 20 draft choices each would equate to 400 minutes or almost 7 hours.  This is extremely excessive so lets do our best to keep things flowing smoothly.

 

17                  The commissioner and each owner will keep track of draft choices and rosters.  Each owner will be responsible for checking the commissioner’s list BEFORE leaving the draft.  The commissioner’s list will be official and final.

 

18.                 Trading may take place during the draft and until the final breakup of draft day as announced by the commissioner and a majority of the owner still present.

 

19.                 Before the beginning of each season, each owner will declare 3-5 players as franchise players.  These players will automatically be rolled over to the next year’s roster.  No player may be listed as a franchise player more than 1 time in a row at any time.

 

20                  The draft order will be determined by the previous season’s record for the 1st and 11th rounds.  The 3 teams with the worst records will go into a lottery and be determined randomly.  The Super Bowl winner will get the last choice.  The rest of the rounds will be determined randomly, with each team getting the first pick in each of the 1st and 2nd 10 picks.

 

21                  Any time an owner gives up his or her franchise, the new owner must accept the franchise as is and be responsible to honor all agreements made by the previous owner.
