Early Estonia to be added to Martti's Modern Estonia ISD if required.

Estonia had been in the Russian Empire since 1721 when Peter the Great acquired it from Sweden at the end of the Great Northern War.
An independent republic was proclaimed on 24th February 1918, following the Russian Revolution
