Kawartha Highlands Signature Site (KHSS) – Update

 

 

June 17th, 2003

 

Ontario government announces the designation of the KHSS as an operating natural environment class provincial park.

Ernie Eves introduces legislation for the KHSS, the Kawartha Highlands Signature Site Park Act, 2003, Bill 100, 1st reading. 

            Unanimous consent for 2nd and 3rd reading fails.

Liberal party asks for unanimous consent for 2nd and 3rd reading of  Bill 100, also fails. 

Motions for 2nd and 3rd reading by the Conservatives pass and Bill will be presented to the Lieutenant Governor for Royal Assent and proclamation, prior to becoming law, possibly June 20th or 23rd.

Information on details leading up to the announcement of the KHSS designation since the Spring Newsletter.

 

March 18th, 2003

 

MPP Chris Hodgson was appointed by Priemier Eves to lead a consultation process with “stakeholder groups” of the KHSS.  Goal is to achieve a consensus in the development of  a “Charter”  which would be used to develop legislation for the land use designation (LUD) of the KHSS.

 

Mr. Hodgson quickly identifies/determines four major stakeholder groups:

 

                                    i. The Partnership for Public Lands (PPL)

                                                            1. World Wildlife Fund Canada

                                                            2. Wildlands League (Chapter of Canadian Parks and

                                                                Wilderness Society, CPWAS)

                                                            3. Federation of Ontario Naturalists   

 

                                    ii. The Ontario Federation of Anglers and Hunters (OFAH)

                                   

                                    iii. The Local Stakeholders Committee (LSC)

                                   

                                    iv. The Stakeholder Groups of the Kawartha Highlands (SGKH)

                                                            1. WLCA along with 25 or so other groups.

 

April 13th, 2003

 

Mr. Hodgson,  along with MNR/Ontario Parks, informs the SGKH that the PC government decides the LUD will be a Provincial Park regulated under the Park Act.

Invites each of the four groups to participate in the development of a “Charter” which would be used to formulate legislation for the KHSS to supercede the  Park Act.

To be negotiated under confidential proceedings.

 

May 26th, 2003 – SGKH meeting

 

Sixth version of the KHSS Charter along with a Table based on the fifth version was confidentiality presented to the membership. A very brief overview of the Charter was provided by Eric Boysen, MNR and Barton Fielders, Ontario Parks. The Charter was discussed and commented on with the intend of the meeting to accept or decline the Charter as presented. After four hours a motion was drafted and voted on.

The motion was carried, not unanimously.

WLCA votes against the motion.

 

May 27th, 2003

 

Eric Boysen, MNR, confirms all four stakeholders agree in principal to the KHSS Charter and that the first three recommendations made in the SGKH motion had been accepted.

 

May 28th, 2003

 

Seventh and final version of the KHSS Charter was developed. Happy reading.

 

 

The KHSS Charter

 

 

A copy of the Charter will be sent to all available addresses on Wolf Lake.  Further discussions can, and I’m sure will follow. The MNR/Ontario Parks may be available at the WLCA AGM for this purpose if required. Members of the Management Advisory Board have yet to be announced, it is believed that they have been appointed. It is very important that we as Cottagers and property owners within the KHSS have a strong voice and are well represented on this board. Your input will be critical in shaping the management of the KHSS.
