Briefly, at the moment I am developing on a p166 running windows 98, so with that in mind...
Templates constructed with NVU - my choice of WYSIWIG html editors,
Code hacked with PSPad (Excellent Programmers editor)
and NoteTab
Light (good but a bit too feature packed for a Notepad replacement),
HTML preprocessed using PPWIZARD Not a Wizard at all but a great text parser / preprocessor.
Style inspiration and some PHP from corz.org
