ULD's (Unit Load Devices) |
ULD's (Pallets , Pallet Net & Containers) are very costly piece of equipments, involves a huge revenue on its Procurement, Repair and Automation. Containers (LD3) costs PKR 45,000 & Pallets (PLT) costs PKR 33,000 (apx). PIA's PHS Division Procures (LD3) and Cargo Division Procures Pallets; while Repairing of ULD's & assembly of LD3's is carried out through TGS Division at following rates: Repairing LD3 @ PKR 815, Assembly LD3 @ PKR 600, Repairing PLT @ PKR 400. Excluding repairing materials. |
Globally ULD's are being Controlled by Cargo Division. In PIA since 1980 ULD's are being Controlled by PHS, has yet no VISION about ULD Management System & its working. PHS had never given importance to this Section due unawareness about ULD activities, They seen working temprarily rather on permanant basis, using short cuts & adhoc izm, they only, wokeup when an incident occures or stations hides their mistakes vowing for shortage of ULDs. They use this Section, particularly Local JIAP Management , to deply Officer /Staff they are displeased from & detached when became pleased; So no one took interest when deplyed here Surprisingly!... yet those 5 officers merged from Cargo (in 1980) for ULD functions are working & near to retire/ medically unfit . Rregret despite reminders New peoples are not being brought here for future work. Only I.T Versant MBA's are the initial Requirement to carryout ULD Academic Functions in Daily Day (as Controllers) & in Shift's as Incharge. |

In December 1977 PIA became signatory to IATA Multilateral ULD Control Agreement to safeguard PK Assests. In order to achieve this objective all instructions issued from HEAD OFFICE in the past have been consolidated as Plicies & recommended procedures in the form of ULD CONTROL MANUAL for your ready reference. Please make sure you go through the contents to keep yourself abreast with the latest handling procedures. |
To stress the importance of ULDs, a ULD CENTRAL CONTROL at Karachi has already started Functioning & Monitoring the movements of units throughout the NETWORK. The staff positioned at stations very closely monitors the movement of units. This action will ensure that PK units are LOST or taken away by other users without first signing a Control Receipt. It is important for our Station Managers, Cargo Managers, cargo Terminal Managers & Field Staff to know: (a) Where are Our Units? (b) Which Carrier has them (c) How long they been out of PIA System? (d) Is PIA assured of getting compensation in the form of DEMMURAGE? DULY SIGNED & APPROVED BY (e) Is PIA assured of getting payment if PK units are not returned. (M. Cargo Managers at PK Network are borrowing Other Airline ULDs without ULD Central Control Conscent which is a SOP Violation, accordingly a huge demmurage charges on IATA List-1 due timely non return of OAL ULDs to that carrier. Vide GM Cargo Letter No. CGO/OPS/03/05/578 dated 14 JUL 2005 & Pakistan Cargo services (PVT) Ltd Letter No. PCS/SKT/2005/7942 dated 7 JUL 2005, PIA had bee paying a very huge demmurage charges in the following years: Year 2001 USD 25,000.00(apx) - Year 2002 USD 54,000.00(apx), Year 2003 USD 92,000.00(apx) - Year 2004 USD 287,000.009, Year 2005 USD 159,000.00 up to JUL.- Moreover Other Airlines like LX(Swiss Air), CO (Continental), AF (Air France), LH (Lufthansa) had been claiming a huge amount from PIA in USD as demmurage charges while their own shipments had been transported on PK Flights on TRM & they had been receiving their ULDs on same or next day. Following are the Example with Invoice No.s: LX (Swiss Air) in years 2004-2005) claimed USD 238998, 16366, 552, 43262, 33438, 3982, 134793, 39843, 6840, 19400, 3928 agains Invoice # 265662, 04032469, 259513, 261324, 263004, 263176, 26317, 263092, 263175, 266941 respectively. These Shipments were transfered EX-JFK, DXB, JED & KHI.- AF(Air France) claimed USD 4500 against invoice # 04082165 - CO (Continental) claimed USD 7200 against invoice#'s 4047396, from JFK to JFK. - LH (Lufthansa) claimed USD 1510, 7200, 14590, 3469, 1980, 2765, 3600, 2700, 2700(ex-DXB) against invoice #'s 00016, 00025, 0036, 000431, 90037362, 00182, 00137, 00167, 00146 respectively. To avoid claiming any demmurage charges please ensure borrowed ULDs are immediately return to Carrier. |

Coordination with Trim Desk/ Cargo, for Planning, building, & provision of Empty ULDs for IDS/DBS etc 8. ON JOB TRAINING (OJT) |
The objective of ULD C.C is to accurately record the movements of all ULDs to facilitate the most efficient utilization of these expensive pieces of devices. Manager ULD Central Control has to plan, control, monitor & correct the system & enfore Network station to send formated telex message over the SITA Type B network to update their own stations inventory. As per IATA/PIA Mutual ULD Management & control agreement 1977, PIA must establish a Head Office Unit so Called ULD Central Control to do above assignments through SITA ULD Management system located at the SITA London Data Processing Centre in Isleworth, near heathrow Airport. It is a multi hosting system with pseudo code QIFMPK. PIA ULD Central Control comprising 0n 04 Pakbase ULD Cells (KO's) at KHI - ISB - LHE & PEW. ULD Cells are Admininstratively under Station Managers KHI-ISB-LHE & PEW & functionally under Manager ULD Central Control. SSMs/DSMs Ramps working in shifts at all airports are responsible to provide round-the-clock coverage to all needy stations {PK Network} & to ensure smooth ULD operation. |
