World Council
Until further notice the PWC is disbanded because noone cares, especially not me anymore.  To many so called good guild just are to god dam lazy or patheic.  So to hell with it and all criminals.
Greetings fellow Guild leaders.  Welcome to the World Council and hopefully what shall become a vision and reality for the future of Primordia.  We the guild leaders of Primordia must set an example and become leaders within the world or Primordia.  Primordia has fallen on hard times and the future looks bleak.  Petty groups war and reak havoic upon the honorable people of Primordia.  The strong prey upon the weak, and the wicked kill without purpose or reason.  The United Guilds of the World Council must lay down some laws that govern us all for the peace and prosperity of Primordia.  The good and evil guilds of the world must learn to abide by some higher governing guidelines to make the world a better place.  Evil shall still be evil and good shall still be good, but we shall fight with honor and respect the old codes of chivalry.  To long has Primordia been lawless since the fall of the last great council.  With the future of Primordia changing every month and hopefully for the better we must prepare ourselves and others for a better future of Primordia.

Now I have spoken with many of the guild leaders already and have their partial support for the World Council, but here I would like to put forth some ideas and what plans I hope to propose to the Council for the future of the Council.  Feel free to email or pm me with your responses and I shall post them in the response page.  I have petitioned the gods of Primordia for a World Council forum where the Council can communicate, deliberate, and meet in relative peace and harmony even despite the time variances of the leaders schedules.  Once a guild has agreed to participate in the World Council I shall give their leader and a moderator access to the private forum for the Council members.  This shall prevent unwanted spamming and access by those who wish to sabatoge the Council.  There shall also be a public forum for the Council to post its decisions and ideas for the rest of Primordia to view, as well as others to post their comments.  Until the gods see fit to grant the World Council a place to meet I wold like to post some opening ideas here for the current guild leaders who are interested to view and ponder on.

To begin with I would just like to put some ideas down in the open:

Council:  The World Council shall be made up of the leader from each guild and one advisor.  This way the forum and ideas do not get over crowded and we can converse in peace.  It will be up to the leaders to supply information to their guilds or to have their guilds check the forums occosionally for updates which I or any member can post upon the actions and outcomes the Council has decided upon.

World Council guild membership:  Is open to any guild who would like to participate and voice their opinion to the other guild leaders of Primordia, and providing the agree to some simple courtesy rules while in the forum or posting anywhere about the Coucnil.

Courtesy rules:
-While posting in the forum respect anyones opinions and ideas.  The purpose of the World Council is to get a voice from everyone and an idea of how people would like to see the future of Primorida progess.  We shall be the examples.
- While the Council is meeting in person when it can, please understand that the meeting may take some time for everyone to voice their opinion.  Let those who are speaking speak and try to keep it civil.  Even during times of war.

Purpose:
The purpose of the World Council as I see it, would be to help promote roleplaying and put a sense of purpose back into the community of Primordia.  With the coming of construction and ships we have a bright future to look forward to if we see it true.  Once construction has been allowed then undoubtedly guilds will start laying claim to different terriotries.  I would support this and hope for it.  This will help to promote some community and interaction as kingdoms spring up disappear as people roleplay alliances and wars.  But we must be civil about this.  Yes guild wars and lands conquest are to be looked forward to (I hope to one day defend Tyr's holdings from invading hordes and maybe increase our lands).  That is the hope for Primordia, to make people once again want to play as a community and not just as individuals.  Some may say that people will claim areas that are good hunting grounds or good mining grounds and etc... and I say I hope so.  In the real world countries have laid claim to diamond mines and such and others must negotiate and set up trade, or wage war and take them!  I forsee the entrance to hell becoming a vital stronghold at the pinch point for any guild to hold against other guilds and the creatures that infest that area.  And I say if a guild can actually hold that fort then more power to them!  My point is plain, we need to get some roleplaying and purpose here becasue I believe that more and more people will join in and enjoy Primordia 10 fold.  Most people would like to see this future but have given up trying to bring it about.  I say that if we succeed and show them that it is possible then they shall join the cause and the ranks shall grow within the guilds and the community.    Now until construction is in game then we must adjust to the current times.  Guilds can still hold areas but without a fortress as protection it is harder to hold.  They must rely on alignment and spawn gates for the time being.  Which bring me to the point of alignment

With any roleplaying alignment is a vital part, but since the alignment system is still not properly adjusted and fixed we must also set an example and put forth some rules regarding this as well.  Some guilds are evil and I hope there may be more in the future.  We need both good and evil to have a balanced system.  But since the alignment is messed up then guilds must look at the entire guild and not just alignment for the time being.  If a good guild is at war with all evil people then both guilds must realize the consequences of their actions.  The good guild can talk to the guild which has evil players within and put forth their ideas such as they hold sway in these lands and all evil shall not be permitted.  The guild with the evil players can respond with their evil players shall avoid that area, the guild will not back their evil players in conflict with a good guild, or the guild shall back their player and respond to any acts of agression.  The good guild can then choose to engage evil players at the risk of war with the guild.  Which brings up the final point, grief playing.  We as members of the World Council should set an example for roleplaying and diplomacy by not grief playing.  We have all come here in the hopes to promote active roleplaying on a greater scale then is currently in Primorida.  So if one guilds ideals conflict with another then they can settle the issues within the Council, or with each other.  But they should settle them and determine if war is called for, alliance, or truce before either side starts to grief play.  If a guild does not wish to fight and chance loosing items or rish war then they should post that up front for the other guilds to know.  That way all guilds who wish to participate shall be known up front so none can say well they did not know.  Items are plentiful, and with foring in game of magic items they can be replaced.  Roleplaying and wars are a part of the system and every so often people will lose items, I ask that people be civil about it though.  I also ask that guilds post their rules about looting for other guilds to know before engaging in hostile activities.  Tyr shall give a warning to guilds we are at war with and criminals that enter our lands when we have some to leave.  If they do not they shall be attacked and if they are killed though they shall be allowed to return to their bodies to retrieve their items.  We shall not loot the first time someone is killed, unless they have committed crimes against the guild in the past.  They must then leave our lands or the area in question (if we are at war) after the first killing.  They shall not be harmed while leaving the lands, but if they refuse to leave and continue to wage war then they shall be looted.  We shall play honorably and give our fallen enemies a chance to leave, but only once.  I propose other guilds adopt the same ideas for peace and harmony among guilds.
