Texarkana is a city lying on the border of Arkansas and Texas having (in 1946) a total population together of around 44,000 people. Both sides of the city having separate city and county police forces made it a necessity for cooperation in the events of 1946. The town of Texarkana was just beginning to return to normal after World War II and most of the young men had returned home from overseas. The city was celebrating the end of conflict and was trying to return to normal. In just a few weeks time, the town was thrust into fear and surrounded by lawmen from 4 states.
