Cheap Options: egroups, wiki [see www.c2.com for one in action], irc chat, instant messager software, geocities type simple web sites, would elements of SourceForge be useful? Email lists

Medium options: Spend time developing content and worry about infrastructure later: What do I want to read, what works as a group, where is the flow of information? Slashdot style discussion software.

High Level Options: Develop more inhouse expertise that will be sought out for comment, from a priest to an experiences migration consultant, to someone how has done a revolution. I am not sure if this works myself, networking should be near peer to peer.

I intend to set up a wiki on the subject where anyone can add comments, see http://www.c2.com for an example of a wiki. There are freely hosted om http://www.freezope.org and http://www.seedwiki.com. I do this so I can take over the world. [joke] I do this so that my train of thought can be shackled to anothers and I do not head off into unconstrained thought land. I probably just want an expert in one area I can quiz to my hearts content and see how their knowledge transfers to related domains. Or maybe pretend to be the expert and get someone to go to the bother to quiz me! This has all been done before, this is just the [aborted??] start of a buy in process, to see what people want and what can be supplied to them, while being far away to not have to code the thing. Maybe I just want to find a piece in the jigsaw I can supply and make my millions, well if I could independantly earn 30 grand a year in a collective community effort.... it is a pipe dream, I am destined to be stuck in my cubical for the rest of my natural life.
