Text Box: Buhi, Camarines Sur – Because of the absence of consultation in naming Buhi-Malinao Road to Boncodin Highway, local officials here registered a protest to House Speaker Jose de Venecia using the name of the late Esteban Boncodin, father of DBM Sec. Emilia Boncodin when House Bill numbered 5849 had not yet been approved.
 
Former Kagawad Agustin Villadares III confirmed yesterday to the Bicol Mail that they were protesting the name Boncodin Highway because the bill sponsored by Congressman Nancing Alfelor of the 4th district allegedly lacked approval.
 
Villadares, secretary of Mayor Diones Belza, spearheaded the protest and the Sangguniang Bayan of Buhi passed a resolution endorsing the petition against the use of the name of the highway.
The local chief executive signed the said resolution and claimed that he was the one behind the protest.
 
The oppositors said that they had an original name of the road, Noble Highway, which was proposed earlier, and that no consultation had been made with the local officials and the public on account of the new name.
 
Noble Highway, taken from the late Board Member Maximo Noble, was approved by the Sangguniang Bayan during the time of former Mayor Jose Meceda, insisted the group of Belza.
 
They also discovered that HB 5849 was still on the Committee on Public Works even though the ground-breaking took place on January 17, 2004, having DBM Sec. Boncodin, guest of honor, who did know that the bill was still pending.
 
The Bicol Mail sought at explanation from the office of Congressman Alfelor in the City of Iriga yesterday but no staff member could give any information. The congressman was not in his office.
 
A certain Eman from the said office claimed that the important thing is that there is a project important to their district and the 1st District of Albay that covers the municipality of Malinao.
 
DBM Secretary Boncodin through a special allotment release order approved the project with the P30M fund to start the work though HB 5849 had not yet been approved.
 
The highway stretches to 61 kilometers passing some barangays in ocampo, Buhi, City of Iriga and Malinao, Albay.
 
Villadares added that their complaint had been received by De Venecia’s office and the House Committee on Public Works. Action could not be determined because of the campaign period for the May 10 election.
 
The 4th Engineering District of DPWH under district Engineer Antonio Saguinsin was given a copy of the protest.
 
Congressman Alfelor of the 4th District of Cam. Sur and Congressman Edsel Lagman of the 1st district of Albay sponsored the said bill. (dpa)
