CONSTITUTION OF THE STUDENT GOVERNMENT ASSOCIATION OF TOWSON HIGH SCHOOL

Article I- Name
     Section 1 - The name of this organization shall be the Student Government Association of Towson High School (SGA)
Article II- Preamble
     Section 1- The purpose of this organization shall be to: develop good citizenship; promote harmonious relationships throughout the school; including student-teacher relationships, improve student morale; assist in the management of the school; provide orderly direction of school activities; including the chartering of all school clubs and organizations; and promote the general welfare of the school.
Article III- Advisor
     Section I- The principle shall appoint a member of the faculty to serve as faculty advisor to the Student Government.
     Section II- This advisor shall not vote in the general assembly, but the advisor shall have powers of appointment, as designed under Article V, Section III.
Article IV- Elections
     Section I- The officers shall be elected in the spring for the following year, simultaneous to the elections of senior, junior, and sophomore class officers.
Article V- Elections
     Section I- The elected officers of the organization shall be President, First Vice-President, Second Vice-President, Secretary, and Treasurer.
     Section II- Duties of the officers
          a.   The President shall preside at all meetings of the SGA; call special meetings when necessary; appoint all committees; represent the SGA on all public occasions; vote only when the SGA is equally divided; and assume such other duties as are generally associated with this office.
          b.   The First Vice-President shall perform the duties of the President in his/her absence; serve as committee chair, as appointed by the President; be responsible for promoting Student Government activities, and perform such other duties which are generally associated with this office.
          c.    The Second Vice-President shall perform the duties of the First Vice-President in his/her absence and shall perform other duties generally associated with this office.
          d.    The Secretary shall keep the minutes of all SGA meetings; handle all correspondence; maintain an attendance record; and keep file of all official SGA correspondence.
          e.    The Treasurer shall have charge of all SGA funds, both collection and disbursement; maintain an accurate record of all such funds; and make a report at each meeting on the financial condition of the SGA.
     Section III- Additional Officers
At the request and recommendation of the elected officers, the faculty advisor shall be empowered to appoint up to three additional officers, as deemed necessary.  Those following officers shall be the Historian and Paarliamentarian, and shall have the following duties:
          1.    The Historian shall keep records and serve as photographer at all special SGA events and shall prepare a scrapbook of the year’s activities.
          2.     The Parliamentarian shall keep order at all Executive board and General Assembly Meetings according to Roberts’ Rules of Order
Article VI- Representatives
     Section I- Each representative shall have one vote.
     Section II- Representative shall keep their assigned homerooms informed as to the business the SGA is conducting.
     Section III- Representatives are required to serve on at least one committee and attend all the committee meetings.
     Section IV- Alternate homerooms representatives shall be assigned by the Secretary.
     Section V- There shall be an allotted period of time in which one may recommend himself to be an SGA representative.  They must receive at least three teacher endorsements.
Article VII- Removal from Office
     Section I- Method of Removal
An officer, or SGA representative my be removed for office for having two (2) consecutive un-excused absences; for failing to carry out his duties as an officer, or SGA representative; or for any other actions that are detrimental to the welfare or best interest of the school.  The Student Government shall constitute the trial board.  A two-thirds (2/3) majority vote of the entire SGA is required to remove anyone form office.  If he/she has three un-excused absences from any meeting, he/she shall be removed automatically.
     Section II- Vacancies
If an officer resigns or is removed from office, the Student Government shall decide the method of filling the vacancy, except in the case of the President.  In this case, the First Vice-President becomes President.
Article VIII- Committees
     Section I- The officers shall annually decide upon the standing committees and their duties prior to the beginning of the school year.
     Section II- Each representative must be a member of at least one (1) committee.
     Section III- The committees shall chaired be officers, executive board members, or representatives assigned by the President.
Article IX- Meetings and Quorum
     Section I- The Student Government shall have a General Assembly meeting once a month.  All meetings are to be open.
     Section II- Special meeting shall be called, as necessary, by the principle, president, advisor, or by written request of one-fourth (1/4) of the representatives.
     Section III- A quorum shall consist of two-thirds (2/3) of the members of the SGA.
     Section IV- A majority is needed to pass all legislation except in the case of passing amendments.
Article X- Amendments
     Section I- This Constitution may be amended by two-thirds (2/3) majority vote of the entire SGA General Assembly.
     Section II- The by-laws may be amended by a two-thirds (2/3) vote of the members at any SGA General Assembly meeting.
