The City of Blizzard is where most of the people that have come above ground live in. The city was built circa 90 P.A. by a small group of people who wanted to live on the surface and not underground. The City started out to be a small town of about 150 people. It quickly grew over the past few years because of the Rifts that deposit people/things near the town. Now the City has become a thriving place. More people came above surface to live. Now most of the population lives in the City of Blizzard and the underground city of New Philly has become the governmental facility. As more people leave, the government has created more factories and jobs for the people to work in. The center of the city is located directly in front of the main entrance to New Philly and I.C.E. Corp.

Armed Forces
The City of Blizzard has more police then New Philly because it is above ground and exposed to the random occurrences of beings. There is about a 7 police stations with about 25-50 police officers to one station. Each station has about 5-25 robot police officers. In case of an emergency, the city of Blizzard can have the Mercenaries at Fort Blizzard help out. Thy can also call on New Philly to help out. For protection from outside invaders, the city is enclosed in a dome like structure that is made of energy, transparent and keeps the city warm. The city's normal temperature is about 75-85û F (24-29û C). The dome like structure can withstand 50 M.D.C. per 50 centimeter squared. The dome has an area of about 1,295 meters squared.
The city is almost divided into six different sections. The Commercial District, The Highlands District, The Eastern District, The Merchants District, The Western District, and The Governmental District. Each of the district has an entrance to other sections located near it. All of it has an entrance to the Governmental District. The city is in a somewhat pentagon shape.
