Standards Setting and Systems Development

Under this core business, we set standards and develop systems in close coordination with industry stakeholders. These standards aim to continuously improve the matching between the skills of workers and the requirements of the industry. Specific programs that we implement along this include the Unified TVET Program Registration and Accreditation System (UTPRAS), Competency Assessment and Certification, accreditation of assessment centers and maintenance of accredited competency assessors. We also ensure that the names of the workers that we certify are included in the national database.

A new program that we implement under this core business is the Ladderized Education Program or LEP. The LEP allows graduates of TVET to pursue bachelor courses by having the subjects that they took while in TVET to be credited in higher education institutions and state universities and colleges.

Course Registration and Accreditation

Our course registration and accreditation system is called the Unified TVET Program Registration and Accreditation System or UTPRAS. UTPRAS is a two-stage process of quality assurance, the first of which involves the registration (mandatory) of programs/courses with TESDA and the monitoring for continuous compliance to ensure that they comply with minimum requirements.

The second stage involves accreditation (voluntary), which deals with institutionalization of quality management systems at the institutional level utilizing the Philippine TVET Quality Award as its framework which is anchored on the Philippine Quality Award.

Competency Assessment and Certification

The Competency Assessment and Certification program is a process of determining the qualification level and certification level of a person based on competency assessment. The Philippine TVET Qualifications Framework (PTQF) is a reiteration, enhancement and rationalization of the TESDA Occupation Qualification and Certification System (TOQCS) and defines a national, comprehensive and flexible qualification framework for technical and vocational education and training (TVET).
