Report on Joint Amicus/RCSLT Meeting 19.08.03

The aim of the meeting was to

1. review existing profiles with the following titles;

2. Consider profile gaps
3. Plan a way forward to tackle any identified difficulties.

After a long and sometimes 'rambling' debate, the following conclusions were reached and actions planned.

1. The following profiles were amended slightly to include more accurate wording and some changes in job evaluation factor levels though this was not perceived as likely to change the banding;

It was felt that if good guidance was provided to manage the application of these profiles, they would not be used for anyone outside (current) band 2 Colin will submit these amendments to JEWP and the intention is that once guidance is completed they could be signed off.

2. It was felt that the following 2 profiles would be rejected as not fit for use and therefore would be 'abandoned' completely

3. It was felt that all Speech and Language Therapists with management responsibility could be matched to the new professional manager (generic) profiles which range from bands 8a-8d. These are signed off profiles so cannot be amended but we undertook an exercise to see if we felt we could match SLT management posts to these profiles. We felt we could with an approximate outcome of ;

4. That we would be seeking 2 new profiles to cover clinical skills as opposed to management with the working titles of Principal SLT and Consultant SLT (with a rough equivalency of band 3 and band 4 current posts respectively). We have identified senior clinicians at both principal and consultant level to undertake a job evaluation process with support from amicus to ensure they give appropriate and adequate information and evidence.


Colin will take this forward via JEWP and Gail Cartmail will also support the negotiating position. If we feel we do not achieve the above with the DOH we may have to fall back on other campaigning issues eg. Recruitment and retention premia, political campaigning etc. I think there are plans for a meeting with the minister for health to stress the need for resolution.

Guidance will be produced by amicus to manage the application of the profiles.

Early Implementer sites should not be undertaking any job matching for SLT in the absence of nationally agreed profiles. Gail Cartmail asked to be informed if any Trusts were pushing ahead with the matching process.

It was felt that this was a good, strong compromise position to take. There may be a couple of spine points lost but we considered that this would almost match current positions and salaries and was a useful way forward.
