I have made the tutorial neighborhood 100% playable! It is available at MoreAwesomeThanYou.com in the Podium forum. My userame there is SaraMK and the thread in the Podium is called "So, hey, is anyone interested in the tutorial neighborhood?" The thread also has a tutorial for how to do this yourself!
Clean up the default templates. Stop the game from dumping a boatload of ugly townies into your game each time you attach a Downtown, University, or Blue Water Village. Merge the three Maxis neighborhoods!
Attach Veronaville and Strangetown as Downtowns (or Suburbs if you don't have NL but do have OFB) to Pleasantview. SimPE is needed, but it should be easy for most people to follow the tutorial.
