HYDRANT CLARIFICATION NEEDED.

The following statement has been taken from the Traction Talk Pages:

Most of you will have seen this in the pages of steaming, however we have have very little feedback with anybody. We would still like any support if you would like to set up a similar system in your area or just drop a line to us lend us some support.

The East Anglian Traction Engine Society is attempting to negotiate with their local Water Suppliers (there are several within the region) to obtain permission for members to use Fire Hydrants to fill up engines whilst on the road.

In response, the main Supplier has offered ½" diameter metered standpipes for a deposit of £129 + vat per Standpipe, plus an annual cost of £100 +vat to service them and read the meter. A maximum of 15 standpipes are on offer to us which would cost almost £2000 annually with an initial deposit of over £2500. No charge however would be made for the water consumed!

The Office of Water Services (‘Offwat’) has offered to help us negotiate a more acceptable deal for us; we have suggested we purchase ¾" diameter double-check valved standpipes (which are readily available from builders merchants for about £50 + vat each) and using them to a Code of Practice issued by the Water Supplier.

In order for Offwat to stand a reasonable chance of success, we need to hear from any other society or groups who have use of Hydrants with the agreement of their local Supplier. Through the engine grapevine, we have heard rumours that this may have occurred in the Isle of Wight and the Sentinel Owners may have an agreement too. Is there any truth in this and if so we would be delighted to hear from them or others with details.

Ultimately the outcome may be a national agreement for dispensation for engines to use Hydrants, as it should be noted that as their name suggests, Hydrants are installed for the sole use of the Fire Brigade unless a Licence to take water is obtained. Also the use of any standpipe with out a double-check valve is illegal and substantial fines are risked with their continued use.

Any information on agreements between groups and suppliers should be passed to Jonathan Wheeler, Vice Chairman, East Anglian Traction Engine Society. Telephone 01379 687795. Thank you

D-DAY CHAOS LOOMS

2004 will see the 60th Anniversary of D-Day. It was expected that a large turnout of Classic Military Vehicles would travel to Normandy to add to the occasion. Unfortunately it appears that a large number of international Heads of State will be in attendance. The French authorities seem adiment that privatly owned Classic Vehicles will not be allowed near the beach heads as they pose a security threat.

Owners of vehicles planning on attending the event are advised to contact established Military Vehicle Groups for advice on attending the events in June 2004.

ARCHIVE BOOK LAUNCHED

The Leeds and District Traction Engine Club is proud to announce the release of our Archive Photograph book.

The book includes many pictures from the club’s Photographic Archive including many rarely before seen pictures each with a caption explaining the picture.
We have received many comments on the book. All, without exception, were very enthusiastic about the new book. Here are just a few.

Compiled especially for the enthusiast, it is good to see a comprehensive selection of the famous Leeds, and other, engine makers. In particular there are some very fine photographs that most people will not have had the opportunity to see before. The book will be of value and interest to enthusiasts world wide. .

Well presented with lots of photographs of unusual machines such as gully emptiers and other municipal vehicles. The picture of the old fair on Woodhouse Moor (Leeds) is almost unbelievable! .

A good cross section of photographs from the Club’s collection with something to interest the enthusiast whatever their speciality is. Martin Fletcher.

An Excellent collection of archive material. I particularly liked the skilful blending of the black & white/colour picture on the front cover, and rank this publication as a must for every members’ book collection.

ASBESTOS JOINTS UPDATE.

Further to the article previewed here taken from the EATES Website:

I am waiting for clarification from the HSE, but it looks like the Heritage Railway Association has campaigned succeessfully for the derogation on the use of asbestos boiler door joints beyond 31 December, 2003 to be lifted.  This at least will remove any doubt as to what 'in servce' means and one would assume then that asbestos boiler joints can at least be fitted as a new joint beyond the current date.  It also looks likely that this means that new manufactured joints can also be fitted.

We must remind ourselves that the derogation was granted only to allow sufficient time for  satisfactory alternatives to asbestos to be developed.  This has been achieved and I for one would not go back to fitting asbestos boiler door joints, they are just too messy.  (see my articles in Steaming).

More to the point is that no manufacture (to my knowledge) is taking place in the UK of asbestos joints, with the last of the major producers stopping production in December last year due to further restrictions in the handling of asbestos in industry.

In my opinion I was made aware of a number of asbestos boiler joints that simply failed in service due to poor manufacture or simply not constructed in a way suitable for the parameters of loco boilers.

So, if you must seek out asbestos, my advise is, know who the manufacturer is and get hold of a data sheet on the joint if you are not satisfied.  All asbestos joints need a binder of sorts.  The Beldam Serpent 151 used brass woven wire to hold the joint together.  Other commercial grade joints used a varity of binders, some rubber which melted out at higher temperatures and disintegrated.

So asbestos or not, make sure you know what you are buying.

As for the HSE, watch this space, I am fairly certain they will have to reconsider this again, but my guess is asbestos will simply fade away as confidence grows in the alternative materials.  (let alone the cost).
