Naval Pueblo Day Legislation
The Sangguniang Bayan of Naval passed Resolution No. 108 and Ordinance
No. 20 during its 53rd Regular Session on August 28, 1996, both of which
declared a "Pueblo Day" for this town. Hereunder are the texts of the two
sets of municipal legislation:

RESOLUTION DECLARING SEPTEMBER 23, 1869 AS THE OFFICIAL
RECOGNITION DAY OF NAVAL AS A PUEBLO BY THE SPANISH COLONIAL GOVERNMENT
WHEREAS, the town of Naval was created without the benefit
of any law or legislative enactment;
WHEREAS, the Naval Historical Committee conducted extensive
research and gathered substantial documents relative to the historical background of the creation of the town of Naval;
WHEREAS, historical documents revealed that the town of Naval was officially recognized by the Spanish Colonial Government on September 23, 1869;
WHEREAS, the Local Government Unit of Naval is determined to ensure
the preservation and enrichment of its historical, cultural and ethnic
significance as part of tourism development and promotion program;
NOW THEREFORE, on motion of Hon. Brigido Caneja, III, duly seconded
by Hon. Alberto Supremo, Be It Resolved As It Is Hereby Resolved: "Declaring September 23, 1869 as the official recognition day of Naval as a Pueblo by the Spanish Colonial Government."
RESOLVED FURTHER, that the Local Officials and employees of the Local Government Unit of Naval extend our heartfelt thanks and gratitude to the Naval Historical Committee who dedicated their humble work to their fellow Navaleños;
RESOLVED FINALLY, that copies of this Resolution be furnished to the
DECS, PIA, MPDC and the Office of the Mayor, all of Naval, Biliran.

ORDINANCE NO. 20
Series of 1996
AN ORDINANCE ESTABLISHING A PUEBLO DAY CELEBRATION EVERY SEPTEMBER
23 OF THE YEAR THEREAFTER IN THE MUNICIPALITY OF NAVAL, BILIRAN
SECTION 1. There shall be a "Pueblo Day" celebration every
September 23 of the year thereafter in the Municipality of Naval.
SECTION 2. The annual celebration is in commemoration of the recognition
of the town of Naval as a Pueblo by the Spanish Colonial Government.
SECTION 3. The Municipal Tourism Council shall formulate the plan, programs
and other activities during the celebration of the "Pueblo Day."
SECTION 4. To insure the continuity of this activity, adequate funds
shall be appropriated and carried in the municipal budget for the purpose.
SECTION 5. Any Resolution/Ordinance that is inconsistent with the provisions
of this Ordinance is hereby repealed and amended accordingly.
SECTION 6. This Ordinance shall take effect immediately upon approval
of the Sangguniang Bayan of Naval, Biliran.
