The guide provides a step-by-step how-to list that shows activists how to build and promote 9/11 Web sites for free. The purpose of these sites is to help activists network with each other and with the American people. Such networking can help build public support for a nonpartisan independent commission that could investigate the reasons why the 9/11 attacks weren't prevented by the U.S. Government.
