Objectives of PDC are to spearhead the socio-economic growth, create employment and improve the quality life of the people of Penang. Its main principal activities are promoting industry, promoting tourism, urban development and new township development, land development and tertiary sector (consisting of consultancy services, tourism & heritage, warehousing of industrial activities, education, healthcare and information technology).

 

Being the 2nd smallest state, 2nd most urbanized state, with 2nd largest airport & seaport and the 2nd most industrial state, the need to be competitive and transforming the economic of the state remain the primary issues.

 

As at June 2001, the number of factories increased by 64 %, employment increased by 73 % and the paid-up capital raised to 583 %. In the manufacturing sector,  a  total of 175,084 people had been employed with investments of 8,195 million ringgit and 8.88 billion was reinvested by MNCs. PDC also employed the smart partnership concept with emphasized skill trainings for workers.

 

PDC also helps promote Penang as  the attraction for investment hub by providing good infrastructures and supporting services eg. construction sector (factory ready in 6 – 9 months), transportation (freights, haulage and logistics), business services (finance & insurance), education & training and good telecommunications plan.

 

Penang is also known in providing quality education (with good school system, excellent schools for expatriate children, private colleges linked to foreign universities), providing excellent health care and services (with Penang GH, 4 heart centers, cancer hospitals, private hospitals).

 

Tourism remains strong provider of income with an average of 3 millions visitors each year. With 12,999 hotel rooms in Penang, lodging and accommodations is not a problem as the state is also known as “First Lead City in SEA”, World 6th Most Popular Island Resort, Top 10 “Most Livable City” in Asia, a combination of doing business in a resort setting.

 

PDC also helps brought up quality human resource in the Malaysian workforce by providing productive, versatile and resourceful workforce. English proficiency is another factor that puts Penang ahead in workforce, good work ethics (hardworking and disciplined) and a major drive on education and HR development with an enrolment of 88,880 students in year 2000.

 

As the catalyst for Penang’s socio-economic development, PDC pledges to: 

·        ensure that the development of all industrial, housing and commercial projects are monitored closely and completed to the customer’s satisfaction within the stipulated time frame and according to the objectives, processes and procedures of PDC’s MS ISO 9001

·        ensure that the Occupational Certificates for housing projects are obtained within 42 months for high rise buildings and 30 months for single or double storey buildings from the date of the date of Sale and Agreement Purchase

·        ensure that action is taken within 10 working days from the date of receipt of complaints on defects of a unit which is still covered under the Defects Liability Period 

·        ensure that all completed applications for purchase of industrial land are given due consideration and reply within 6 weeks

·        ensure that investment proposals are studied and reviewed within 3 months of receipt 

·        ensure that all correspondences are replied within 7 working days and feedbacks to complaints are given within 21 working days
