Member, Appropriations Committee, 1995- (transportation ; the environment subcommittee; oversight committee on program open space    & agricultural land preservation). Born in Owings Mills, Maryland, June 22, 1934. Franklin High School, Reisterstown; Western Maryland College, B.S.,  1956. Retired public school teacher. President, Carroll County Republican Club  (3 terms). Chair, Carroll County Republican Central Committee, 1991-92 (member,  1990-94). Member, Maryland Federation of Republican Women. Alternate Delegate,  Republican National Convention, 1992. District Assistant to U.S. Representative  Roscoe G. Bartlett, 6th Congressional District, 1993-94. My Campaign
Main issues I will address during my campaign:
   1. Education;
   2. Safer communities;
   3. Less taxes;
   4. Tax credit for long-term healthcare insurance
Voters in the District 5A should vote for me because I have spoken for them  not only in my committee and floor votes but also in discussions and deliberations on proposed legislation for the past eight years. I will continue to listen to the people and make their opinions known in Annapolis.
I have been consistent in my efforts to help citizens who have problems getting through the bureaucracy of state government. Very often, people get the run  around when they are dealing with state agencies. I have learned how to get  to the person in charge who can help my constituents.
My voting record shows that I speak for the people of my district. In Rollcall magazine, a publication of Maryland Business for Responsive Government, an organization supporting business, I obtained a score of 100 percent on business votes. As a former small business owner, I realize how costly government regulations and  laws can be to businesses and ultimately to you, the consumer.
I have voted for more funding for the K-12 budget and for smaller class sizes.    I have also supported legislation to provide altenative programs for students  who cannot function in the regular classroom. Because of the current shortage  of teachers and the projected major teacher shortage, I have voted for funding  for scholarships for those students who plan to teach school.
Another of my campaign issues is safer communities. I believe in truth in sentencing and that a criminal should serve at least 50 percent of his sentence.
I have always supported legislation to reduce taxes and fees. During the past  four years, the state income tax has been reduced by 10 percent and also part  of the inheritance tax has been eliminated. I will be working to eliminate all the death taxes.
I have been consistent in my pro-life vote and have worked diligently to pass legislation which would make partial-birth abortion illegal in Maryland.
I have worked with the Carroll County delegation to obtain funding for local projects such as the Applied Health Building at Carroll Community College, the Arts Council theater project, the Historical Society renovations and the Agricultural Center.
In the 2006 session,the delegation was successful in obtaining $150,000 for the Daniel Shipley Arena , $150,000 for the Friendship School, and $50,000 for Boys and Girls Club on Union Street.
