Some of the advertising and packaging for Pocket PCs suggests that Outlook 2000 is included on a separate CDROM. People are looking for that CD, not finding it, and thinking they have been short changed.
Fear not, Outlook 2000 is included on the ActiveSync 3.1 CD. You will find it in the \Extras\Outlook folder on the CD.
