In the 1980's Nora's understated acting style was overshadowed by the hysterical type of performance which apparently award jurors prefer. Notice how her outstanding understated performances in Bona, Bakit Bughaw ang Langit, 'Merika, Mga Uod at Rosas and especially HIMALA (not even a nomination) did not merit any Famas awards.
In the 1990's, Nora (I'm guessing) decided to give the award jurors' what they want. The over the top performances in Bilangin ang Bituin sa Langit and Andrea gave her two Famas Best Actress two years in a row, elevating her to Famas Hall of Fame.
Her HIMALA performance although not recognized by any of the award giving bodies except the Metro Filmfest is considered by most critics as her best ever.
