The Bible tells us that everything that takes place takes place within the will of God.
We must, however, distinguish between the permissive will of God and the sovereign will of God. Some things God allows rather than determining to bring them about, for example 9 above, other things He determines to bring about, for example 10 and 12, although in the end everything is in His hands.
But while God is sovereign over all He does not cause the things that happen in our daily lives. Man is allowed a certain freedom to live his life, and the intermixture of man’s activities cause the situations that arise. What is true is that God is over all this, is aware of what will be, and can intervene, although He rarely does. When the sparrow fell to the ground God knew, but He did not interfere with the natural course of things. The lesson Jesus was teaching was that God was aware of all happenings and would help and guide us through them.
