Filipino seafarers on board ocean-going vessels remitted over $318 million (about P16.2 billion) in the four month period from January to April this year higher by 8.82 percent than the $292 million that they remitted during the same period last year. Labor Secretary Patricia A. Sto. Tomas said some 200,000 Filipino seafarers are working on board international vessels. She said this represents 20 percent of actively employed seafarers in ocean-going ships.

The question of job security is creeping back into the consciousness of EE Times readers in the United States. After several years of robust employment figures, and even though U.S. unemployment among engineers remained very low as of early fall, EE Times' "Worldwide Salary & Opinion Survey" respondents feel edgier and more nervous about their prospects. The result is that job security/unemployment has moved up from No. 6 on last year's list of career concerns to No. 3 this year as 39 percent of respondents think their job status has deteriorated in the past year.

Unlike in the United States and Western Europe, immigration was not a public concern in Japan until recently. However, the issue has increasingly been drawing the attention of scholars, industrialists, policy-makers, human rights activists, and ordinary citizens as the number of immigrant workers has increased rapidly since the mid-1980s. Among those immigrant workers are a large number of women working in the sex and entertainment industry, mainly from other Asian countries. The proposed dissertation is to study the female immigration to Japan which has been largely ignored or treated as a secondary issue, especially in economic studies.

76. The Myth of the Controllability of Difference: Labour Migration, Transnational Communities and State Strategies in East Asia

To speak of transnational communities implies taking the ‘national’ as a given.The concept of transnationalism only has meaning in a world divided up into nation-states. This leads to two paradoxes, one global, the other peculiar to the Asia Pacific region. The global paradox is that transnationalism is a relatively new, emerging paradigm, whose discourses are clearly and consciously linked to globalisation–a process which weakens the nation-state. The Asia Pacific paradox is that the nation-state as a dominant political form is, in most countries, quite recent and often still in the process of formation. Young post-colonial states (albeit often with roots in antiquity) are trying to define national belonging and identity in a context not experienced by older nation-states in their period of formation: the context of globalisation, mobile populations and erosion of national boundaries.

The issue of military "comfort women" has once again made me look at violence against Asian/Pacific women in its totality, that is, in historical, political, economic and social dimensions, by relating it to the structures of colonial, military state, race, and class oppression.

57. Migration as a factor in social transformation in East Asia

International migration is an important factor in social, cultural and political change in East Asian. The paper discusses both emigration and immigration countries, using the Philippines as an example for the former, and Japan and Malaysia for the latter. It is argued that population mobility is an important element of the cross-border flows and transnational networks that constitute globalization. Understanding of specific patterns in East Asia requires linking migration to experiences of colonialism, post-colonialis,, nation-state formation, and economic change. The key question is where East Asia will follow the western experience of labour migration leading to unplanned settlement and multicultural societies, and in the long run to modification of models of national identity and citizenship. There are important historical and political differences between western and Asian experiences which make it hard to predict such developments. Nonetheless there is already considerable evidence that governments are losing control of migration and that unplanned settlement and community formation is occurring. This makes it important to intensify research on social, cultural and political aspects of mobility, to inform more realistic policies on migration and settlement.
