As nations become more interdependent, the need for effective
communication and sensitivity to other cultures becomes important. Today's
youth must be culturally and linguistically prepared to participate in a global
society. I believe that all students can benefit from foreign language
instruction. Even though not everyone learns at the same rate or in the
same way, nevertheless, I believe that all students should have the opportunity to acquire language proficiency to a degree equal with their individual ability.
