Significant Achievements:

·         Initiated a project to develop a national arson reduction strategy by convening representatives of key stakeholders groups from government, industry and the community sector.

·         Introduced the concept of a fire service information memorandum in response to proposed changes in the Fire Service role in building consent decisions.

·         Commissioned an award-winning project to develop a management and staff guide to fire safety in schools to promote uptake of the NZFS school fire safety curriculum (Firewise) and increase referrals to the fire awareness and intervention programme to reduce incidence and consequence of juvenile fire-setting.

·         Provided management direction and oversight of a project to build and deploy an award-winning fire safety demonstration unit aimed improving public awareness of kitchen fire dangers and the effectiveness of domestic smoke alarms and sprinklers.

·         Successfully introduced a new networked IT application (FIRMS) to replace a local (standalone) database application for maintaining fire safety data, processing evacuation schemes and monitoring other compliance activities.

·         Oversaw the successful recruitment, selection and ongoing employment of a cultural liaison officer to foster partnerships and mutual understanding between the Fire Service and Canterbury’s ethnic communities.

Significant Achievements:

·         Initiated the new role of regional fire engineer in Transalpine Fire Region during a period of significant industrial tension and suspicion.

·         Played a leadership role in the fire engineering team by coaching and mentoring graduate fire engineers in other fire regions.

·         Helped develop the Resource Allocation Model for the Efficient Use of Stations, Equipment and Staff, providing technical support for the risk assessment methodology.

·         Developed the risk assessment methodology and tools employed in the Community Fire Risk Management programme.

·         Managed the project to define user requirements for the ICARUS and FIRMS applications to support implementation of the Community Fire Risk Management methodology throughout the Fire Service.

·         Provided technical expertise in support of Police and forensic specialists during the successful prosecution of Kevin Lionel Harmer for the October 2000 murder of his wife, Jillian Fay Thomas.

·         Introduced internationally-recognised standards of training for specialist fire investigators based on NFPA 921 through consultation with external stakeholder organisations; secured the services of international experts Richard Custer and Dr John DeHaan to support these efforts. 

·         Participated in first workshop to identify at-risk groups, formulate a national promotions strategy, and initiate successful programmes to stimulate behavioural change.

·         Managed relations with the New Zealand plastics industry following the February 2000 fire that destroyed the Ernest Adams bakery in Christchurch.

·         Served as international referee for peer-reviewed journal articles on fire service deployment methodologies developed in Sweden and Taiwan.

Significant Achievements:

·         Managed the successful revision and publication of two editions of the Standard Fire Prevention Code.

·         Led efforts within the southeastern states to consolidate the fire safety requirements of U.S. model building and fire prevention codes into a single set of national codes governing the built environment.

·         Led fire service support for the development of performance-based building codes in the United States.

·         Developed and delivered successful training programmes on fire safety code enforcement for states implementing mandatory qualification programmes for fire safety inspectors.

·         Developed the statement of principles used to drive consensus among fire service organisations to support a single set of national model codes governing fire safety in the built environment.

·         Served as a delegate to the United States/United Kingdom Fire Service Symposium from its inception until 1998.

·         Presented papers on concepts of performance-based regulation at international conferences in San Francisco, Hong Kong, Switzerland, and Northern Ireland.

·         Delivered a keynote address on firefighter safety to a large international fire service training conference.

·         Wrote the text of a resolution signed by President Bill Clinton establishing the National Arson Prevention Initiative following a series of high-profile church fires in southeastern states.

·         Conducted surveys and assembled source data on innovative funding arrangements employed by local fire authorities, including many non-tax revenues sources.

·         Investigated the range of retention and recruitment techniques employed by volunteer fire brigades, including innovative non-wage financial assistance programmes.

·         Researched and wrote a guide to fire investigation tools and techniques, including the first major review of hydrocarbon detection canines, for the United States Fire Administration.

·         Provided technical support for the interpretation of national fire incident data for the major United States Fire Administration publication Fire in the United States.

·         Provided technical expertise to support message design for successful national public awareness programmes on appropriate use of the national 911 emergency number.

·         Promoted the adoption and use of a national public awareness programme on hurricane preparedness.

·         Investigated the reliability of fire incident data in confirming the circumstances surrounding careless smoking fire deaths.

·         Evaluated the efficacy of fire prevention and code enforcement programmes in studies of metropolitan fire departments in Orange County, Florida and Trenton, New Jersey, among others.

·         Wrote the winning proposal and conducted the technical assessment of the emergency response programme at the United States Department of Energy’s Fernald Environmental Management Project in southwest Ohio.

·         Wrote chapter on fireground communications for United States Fire Administration manual on fire service communications.

·         Oversaw the first widespread installation of analogue-addressable fire alarm systems in campus buildings.

·         Oversaw the successful installation of the campus’ first CPVC sprinkler system in a high-rise dormitory building during the six-week summer recess.

·         Achieved certification as a hazardous materials response technician and co-responded with Prince George’s County Fire Department personnel to on-campus hazardous substance emergencies.

·         Initiated improvements to fire protection infrastructure at remote campus and research facilities on Maryland’s eastern shore.

·         Initiated a programme to develop fire safety awareness resources for non-English speaking residents in graduate student housing complexes.

·         Developed evacuation procedure screen-saver widely deployed on campus PC networks.

·         Provided fire safety advice to facilitate successful projects involving historic preservation and adaptive reuse of commercial buildings.

·         Wrote the first commentary (handbook) for a major national fire prevention code and developed successful training programme for fire safety inspectors.

·         Managed the implementation of a new edition of the Ohio Fire Code, introduction of new consumer fireworks regulations and enforcement of a new local ordinance requiring the installation of fire alarms and smoke detection in certain high-risk premises.

·         Participated in the introduction of Local Emergency Planning Committees and compliance with federally mandated community right-to-know legislation intended to facilitate management of hazardous substances emergencies.

·         Served on the city’s Nuisance Appeals Board, which had responsibility for reviewing applications from city enforcement officials to order the abatement of dangerous buildings; introduced a commitment to alternatives to demolition to promote community preservation.

·         Worked with city planners and developers to achieve cost-effective safety improvements in the redevelopment of blighted commercial and industrial buildings and precincts.

·         Attended a major train derailment with release of hazardous materials release that resulted in the evacuation of 30,000 residents; served as incident ground technical liaison officer and decontamination sector supervisor.

·         Attended major fires and assumed operational responsibilities for planning or logistics functions.

·         Notified next-of-kin of off-duty death of fire service employee; provided victim support and welfare assistance to families of injured firefighters following two notable incidents.

·         Responded to a serious in-flight emergency involving the short return of an outbound 737 passenger aircraft following the mid-air explosion in its starboard engine.

·         Responded to major hydraulic failure of 727 passenger aircraft; emergency shutdown of engines and auxiliary power averted wheel-well fire and emergency evacuation of passengers.

·         Responded to the emergency landing of twin-engine relief aircraft carrying medical supplies that misjudged approach in white-out conditions during blizzard, nearly striking control tower and parked aircraft on loading ramp while landing on a taxiway intersecting the active runway.

·         Designed and delivered peer-to-peer training on emergency operations involving military aircraft preceding a major international airshow.

·         Completed training as a hazardous materials responder as part of the formation of a regional hazardous materials team.

Significant Achievements:

·         Managed communications to enable successful apprehension of armed robbery suspects following interstate pursuit of suspects under high-risk conditions.

·         Managed communication that led to the peaceful surrender of an armed offender wanted for questioning in a theft investigation.

·         Performed research for detectives that led to the successful identification of and prosecution of an offender wanted in connection with gross sexual imposition involving a preschool-aged child.

·         Maintained continuous communication for more than two hours with a severely drug-impaired woman attempting suicide; despite her lack of cooperation and loss of consciousness she was located and successfully resuscitated.

·         Documented procedures for fire service communications and managed training of new personnel to perform these functions.

·         Involved in the implementation of the city’s first computer-aided dispatching system.

·         Assisted in the recruitment and selection of new staff.

·         Attended five multiple alarm fires in subzero weather during a single 24-hour shift over Christmas 1983; during relief rotation at fire station also attended a multiple-casualty MVA with two critical patients and one serious patient while transporting a cardiac patient suffering from a critical arrhythmia.

·         Developed and delivered fire safety presentations for local schools and community organisations.

·         Successfully completed classroom training in cardiac monitoring, trauma care, paediatrics, drug administration, airway management and intravenous therapy; performed majority of clinical rotation for advanced certification as a paramedic before discontinuing training to accept position with Dayton Fire Department.
