Officials with the U.S. space agency NASA have given final approval for next week's scheduled launch of the shuttle Discovery, despite concerns over a set of protective thermal tiles on the spacecraft's wings.

Shuttle program manager Wayne Hale says senior flight managers and engineers made the decision Tuesday after a long meeting. Hale says the evidence presented during the meeting shows an "acceptable risk to go fly."

An independent review board is urging NASA to replace three heat shield panels where inspectors found microscopic cracks on their external layers.

NASA has given extra attention to any damage to the shuttle's heat shield tiles. In 2003, a blow from a piece of foam led to the fiery disintegration of the space shuttle Columbia as it re-entered Earth's atmosphere, killing all seven astronauts on board.

China is planning to build a new family of rockets to boost the country's capabilities to put satellites and space stations into orbit. Chinese state media say the new Long March 5 carrier rockets will be made in the northern port city of Tianjin and sent into space from a new launch center based in the tropical island province of Hainan.

China will not be able to launch the new generation of rockets until 2013.

Beijing says its intentions in space are peaceful, but some are concerned that its efforts in the sector may trigger a space race with the United States, especially after China launched a missile to blow up one of its own satellites in January.

Japan's first lunar probe has begun to orbit the moon, in what Japanese space officials are calling the largest mission to investigate the moon since the U.S. Apollo program decades ago.

After three delays, and four years behind schedule, Japan's space agency launched the Kaguya lunar orbiter in mid-September.

Its mission is to orbit the moon for one year, collecting data on the moon's composition, geography and below-ground structure. The data will be used to study the origin and evolution of the moon.

Officials at Japan's space agency say data collected by Kaguya should help scientists' efforts to eventually set up a solar power station on the moon.

In 1990, Japan launched a small probe completing a brief fly-by the moon.
