Chapter 1: Aims and Objectives

The general goal of the Society is to preserve and develop the Kalam Kohistani language and culture through research, documentation, and publication.

 

This goal will be reached through the following activities:

1.  Publish books in the Kalami language.

2.  Bring the Kalami language in written shape through development of an orthography.

3.  Teach Kalami children and youngsters to read and write the Kalami language.

4.  Make a dictionary of the Kalami language and collect materials for this purpose.

5.  Collect Kalami poetry, stories, proverbs, and other Kalami literature.

6.  Carry out research and documentation on the history of the area.

7.  Carry out research and documentation on the past and present culture of the people of this area.

8.  Organise literary and cultural functions.

9.  Translate useful and important literature in the Kalami language.

10.Work for the introduction of Kalam Kohistani in the schools of Kalam tahsil.

11.Work for the establishment of a Kalami language programme on radio Pakistan.

12.Cooperate with government and non-government organisations for the attainment of our goals.

13.Establish a newspaper or magazine in the Kalami language.

14.Work for the eradication of drug abuse in the area.

15.Educate the public about health, hygiene, and sanitation.

16.Encourage amongst the people the habit of saving.

17.Work for piece in the area and the eradication of "Kalashnikov culture".

18.Establish a library for the purpose of research and education.

19.Raise awareness amongst the people about the value of education.

20.Establish relationships with and visit similar organisations in other areas.

21.Entertain good relationships with other language communities in Kalam tahsil.

Chapter 2: Conditions for Membership

A member of the Society shall:

1.  Agree with the aims and objectives of the Society.

2.  Be more than eighteen years of age.

3.  Have passed at least matriculate.

4.  Be willing and interested to give time to the work of the Society.

5.  Be a person of good character.

6.  Not be working against the Society's aims and objectives.

7.  Not be using the Society for his own political agenda.

8.  Be a mother-tongue speaker of the Kalam Kohistani language.

Chapter 3: Procedures for Admission and Termination of Membership

A person desiring to become a member of the Society shall submit an application to the Chairman. The Society will then decide on this person's admission in its next General Body meeting. If the person is accepted by the General Body meeting, then he shall pay the admission fee.

 

If a member has not paid his membership fees for a period of three consecutive months, his membership will be terminated. If a member has been absent at General Body meetings for a period of three consecutive months, his membership will be terminated. If a member is working against the aims and objectives of the Society, his membership will be terminated.

 

Decisions about the termination of membership will be made by the General Body.

Chapter 4: Membership Fees

New members are required to pay an admission fee. Every member shall pay a monthly membership fee. The amount of the admission and monthly fees is decided by the General Body.

Chapter 5: Organisational Structure

A. General Body

All members and office bearers together constitute the Society's General Body. The responsibilities of the General Body are:

 

1.  To approve amendments of the Constitution.

2.  To choose the members of the Executive Body.

3.  To admit new members and decide on termination of membership.

4.  To plan, review, and approve activities of the Society and to appoint committees for this purpose.

5.  To review and approve the Society's budget.

6.  To review and approve the Society's accounts of income and expense.

7.  To review the performance of the Executive Body.

8.  To appoint special committees and define their responsibilities.

9.  The General Body shall meet at least once per month.

 

Quorum: A quorum of seventy percent of the membership is required for General Body decisions. For a decision, approval by more than fifty percent of the members present is required.

 

Emergency meetings:

1.  An emergency meeting may be called by a minimum of five members.

2.  The membership should be notified of the emergency meeting at least one week in advance.

3.  A majority of seventy percent of the members present is required for decisions in an emergency meeting.

B. Elections for Executive Body

There will be separate elections for each post in the Executive Body. These elections will be carried out by means of secret ballot. If an Executive Body member resigns from his post, then a new election will be held for his replacement.

C. Durations of terms of office

Term of office of Executive Body members will be three years, after which there will be fresh elections.

D. Responsibilities of Chairman

1.  To preside over meetings.

2.  To sign cheques, agreements, and other documents on behalf of the Society.

3.  To represent the Society on different occasions.

4.  The Chairman is accountable to the General Body.

E. Responsibilities of Secretary

1.  To call meetings of the Society.

2.  To keep the Society's records.

3.  To write the minutes of the Society's meetings.

4.  To sign documents together with Chairman and Treasurer.

5.  The Secretary is accountable to the General Body and the Chairman.

F. Responsibilities of Treasurer

1.  To keep the financial accounts of the Society.

2.  To give financial reports to the General Body.

3.  To sign together with Chairman and Secretary.

4.  The Treasurer is accountable to the General Body and the Chairman.

G. Responsibility of Vice-Chairman

To preside over meetings in the absence of the Chairman.

H. Responsibilities of the Executive Body

The Executive Body includes the Chairman, Secretary, Treasurer, and Vice-Chairman, and has the following responsibilities:

 

1.  To carry out the daily business of the Society.

2.  To ensure the implementation of General Body decisions.

3.  To prepare the agenda of meetings and send these to the membership at least one week in advance.

4.  To prepare a budget for the Society at least once per year.

5.  The Executive Body shall meet at least once per month.

Chapter 6: Dissolution of the Society

The approval of all the members is required for the dissolution of the Society. If the Society has debts or other running agreements and obligations, then the Society cannot be dissolved.

 

In the case of dissolution of the Society, then

1.  Property belonging to the Society will be auctioned.

2.  Income from this auction together with the Society's savings at the time of dissolution will be divided equally amongst the members.

3.  The records of the Society will be handed over to the appropriate government agency.
