Bring all participants to the same table and in all NATO and Balkan countries the TV stations broadcast nothing but the proceedings of this round. With simultaneous translation and free-call 800 numbers in each country for suggestions from the public. The normal TV-programming returns once the conflict is solved.
Install plenty of radio-TV-stations, a pocketmail-like system, so that there are at least 100 free to air broadcasters in operation and can be received by everyone in the conflict-zone and surrounds. Air-drop mass-produced in Hong Kong radios and pocketmail-devices as needed to let everyone have such a gizmo. Pay 1000 journalists a fixed wage, without ANY strings attached, and let them broadcast whatever they like. In this way all the communities will hear from each other and the most intelligent voices will prevail.
