T.K.A. Dewan Mohamed I.A.S.

(1938-1986)

BIOGRAPHY:
The first IAS officer of Ilayangudi, Mr. T.K.A. Dewan Mohamed was born in a popular clan of Thenmalaikhan to Mr.T.M.K. Abdul Kader and Mrs. P.S.Kabila Beevi on 6.7.1938 at Ilayangudi. He is the eldest son of his 10 siblings.
He studied his elementary school in Oorani Pallikudam at Ilayangudi and migrated to Madras with for High Schooling at Madras Christian College School. He finished his B.A.(Hon's) in Madras Christian College at Tambaram.
Government Service:
His father Mr. T.M.K.Abdul Kader was a business man in Madras, who wanted him to look after his business after his college studies. But Mr. Dewan Mohamed refused to take up his father's business wanted to go for higher studies or a Government Job. During 1960's during Congress Government headed by Kamaraj, Muslim League M.L.A. Mr. Allah Baksh brought a motion in Assembly about the Minorities Job Reservation in the State. This motion was supported by all opposition parties and Government immediately passed orders to appoint minorities to the Government Services. Janab. Ubaithullah of Muslim League identified Mr. Dewan Mohamed and recommended him as one of the candidate.

Family:

Mr. T.K.A.Dewan Mohamed, IAS was married to the daughter of Mr. S.M.Sulaiman, IAS, Ms. Beema. They are having two sons, both are Engineers eldest living in Geneva and younger in Madras.

Achievements:
Mr. Dewan Mohamed's administrative excellence had been proved in many occasions during his service. In particular, India was under emergency period when he was Chengalpet Collector, during that time all the political and administrative powers were accumulated to the Government officials. He proved in administering the undivided Chengalpet district, the biggest district of Tamilnadu that time.

During 1978-80, when he was Secretary to the Tamil Nadu Electricity Board, Mr. Chokkalingam IAS was serving as Chairman of the Electricity Board. This combination worked effectively and made Electricity board as profit center, where usually Government incur heavy losses.
Also, when he was Managing Director of Metro Water in 1982-83, the Madras city was having biggest water scarcity in the city. Mr. Dewan Mohamed managed the scarcity by using his crisis management techniques, deployed water tanks on the streets for the water distribution system by tankers. He was awarded for managing the crisis effectively by various social and welfare organisations.

When Mr. Chokkalingam was appointed as Chief Secretary, he deputed Mr. Dewan Mohamed as Additional Secretary Public and Protocol officer in Secretariat. Mr. Dewan Mohamed cleared many vindictive suspensions of IAS and IPS officers and restored them in duties.
Mr. Dewan Mohamed was instrumental in bringing the Tamil Nadu Water Boards Water Tank in Ilayangudi at Paramakudi Road. Also, he placed many Ilayangudians into Job opportunities.

Demise:

During 1986 he went to Australia to participate in the Sugar Conference representing Tamil Nadu Government, he had heart attack on 4.9.1986 in Crains Airport when he was about to aboard to Sydney. He died on the way to hospital. The body brought back to Madras by the Government of India and burried in the Madras Shenoy Nagar graveyard.
