CFHL RULES

All writing in BLUE means it is new rule for the upcoming season which is season number 2
Owner's Rules to live by

1. A general manager in the CFHL is responsible for knowing and following the rules.  Any general manager not compling by these rules could be subject to a fine or in the most drastic circumstances removal from the league.  The acting commisioner has this right to remove or fine gm's

2. The one thing we all must understand is that this a FUN league, and yes we all want to win the cup  but we also must respect one another.  Any general manager who shows disrespect to another gm could be levied with a fine and if the behaviour continues then the general manager will be forced to step down.

3. It is an obvious responsibility of all general managers that they perform certain duties.  These duties include sending lines on a daily basis, making trades or signing players.  There will be a CFHL Newspaper so articles written at least once a week will also be
greatly appreciated.

4. Any general manager who fails to participate actively, or one who seems to wreck his team recklessly will be replaced.  The one thing that is very important to me as a commish is activity.  It only takes 10-15 minutes out of your day to send in line or right an  article.

Team Rules

It is very important that all general managers realize that to play a game in the CFHL you need to a proper roster of 20 players.  Failure to comply with this will result in a $5,000 fine each time the violation occurs.

Pre-Season, Regular Season and Playoffs

1.  The Pre-season is set up on a 40 game basis.  The purpose of the pre-season is so each general manager can get used to their new line-ups and line combinations.  I will sim 3 pre-season days per
day.

2.  The regular season will consist of an 80 game regular season.  During the regular season the sim will change to 2 days per day.

3.  The playoffs will consist of the top 8 teams from each conference.  Keep in mind that finishing higher up in the standings means higher rewards at seasons end. (See Rewards). 

Trading, Free Agent Signings and Waivers

All teams that are involved in a player transaction or trade must have it verified by the commisioner and in some instances the CFHL BOD.  Both parties involved in the transaction must send the trade via e-mail to the commisioner.  If any of the information is different then the trade will be nullified and the gm's contacted.  The BOD and commisioner have the right to veto any trade.

Playes under 30 years of age are retricted free agents.  This states that if another team signs one of your players then you will be compensated.  However, if you do not make an initial offer to that player then there will be no compensation given. Compensation will depend on the value of that player to that team.  All compensation verdicts are final!

- Players 30 years and older are unrestricted free agents.  This means that these players can be bid by any team without penalty of compensation.  The highest bidder will not always get the player.  Many factors will be considered.  (NO IDIOTIC OFFERS LIKE 1 YEAR FOR 20 MILLION or 10 YEARS FOR 120 MILLION)

Any general manager who has a player that is in the final year of their contract will have a small window of opportunity ro re-sign these players.  During the schedule from Day 60-65 all teams will be able to re-sign these players.  If the player does not sign, then the team will be able to sign the player after the completion of the PLAYOFFS.

- When the season is over, all teams will have 3 days to try and sign their own players before other teams will be allowed to bid on them.  This will hopefully allow to keep the salaries down.

- Near the conclusion of the season the years upcoming free agents will be posted on the page so you can prepare yourself for the off-season

- All free agents will be signed to a contract of no less than 1 year and no more than 4.  That includes all contract renewals and farm player contracts.

- Any player 24 years and older that plays in 20 or may games and is sent to the minors will automaticly be placed on waivers.  The waiver list will be posted at the beginning of the season.

Player Retirement

Any player that retires in the NHL will retire 1 season after in the CFHL.  For example if Mario Lemueix was to retire after this NHL season then he would play in more season in the CFHL before hangem' up.

Salary Cap

1. All teams must comply with the 50 million dollar salary cap, which takes affect at the beginning of Season 2  and at no time will this number be exceeded.  If a team is over the salary cap at the beginning of the season then the highest paid player will then be released and become a free agent.  This process will continue until the team is under the cap.  If a team makes a trade that puts them over the salary cap then that trade becomes void.

2. No matter how much money a team has, its PAYROLL can't go over
50 million dollars. It is strongly recommended that we keep the salaries down, and instead of offering a huge contact that we maybe offer a bigger bonus or incentives.  Thus keeping the playing field level.

Re-Rates

- at seasons end when re-rates take place, all teams will be allowed to submit to the re-rate commitee no more than 3 players that they felt where unjustly rated.  The committee will then look over the stats and make the according adjustment.  That re-rate committee will be determined during the up coming season.
