Our Vision - Human Services

The PSI NetWork Social Service Agencies are committed to building upon the strengths of our diverse communities. Our system wide and regional efforts are dedicated to integrating and ensuring access to needed services, streamlining business processes, developing measurable outcomes and leveraging existing resources by engaging the community, at both County-wide and neighborhood levels, in the process to improve the quality of life for all residents.

Our Role

  • Access:  DRCIAO Management seeks to ensure access to human services that build upon the strengths of individuals and communities.   We do this by connecting clients with needed services, by building the community's capacity to provide services, by raising public awareness of available resources, and by strengthening public services to meet community needs.
  • Service Integration:DRCIAO Management promotes service integration at all levels of service planning and delivery.  In addition to coordinating individual clients' service plans across public and private agencies, DRCIAO also supports strategic partnerships, process coordination, and operational collaboration among public and private service agencies.
  • Community Involvement: DRCIAO's Management is committed to promoting civic engagement for all members of the community.  To ensure that all voices are heard in the planning and provision of human services, we seek to provide meaningful opportunities for involvement to clients, community based agencies, civic organizations, and interested citizens.

Who We Serve

  • Individual Clients: DRCIAO/DASW works on behalf of clients by helping individuals and families handle emergency situations and by connecting them with appropriate human services in the public, private, or nonprofit sector.
  • The Community:  DRCIAO/DASW works at the regional and neighborhood level to promote community involvement and to strengthen the capacity, quality, and integration of community-based human service delivery systems. DRCIAO/DASW actively builds and supports partnerships among the public, private, and nonprofit sectors.
  • The Human Services System: DRCIAO/DASW Systems Management works in partnership with and on behalf of the PSI NetWork Social Service Agency human services system as a whole by providing cross-system coordination and feasible internal consulting services.

Who We Are & What We Do

    Coordinated Services Planning

    Coordinated Services Planning works at the client level to help individuals and families handle emergency situations by simplifying client access to appropriate human services. DRCIAO/DASW staff is a link to all public and private human services available to residents of San Joaquin County, Stanislaus County, and Sacramento County.  Coordinators assess individual and family situations over the IntraNet and develop an integrated service plan to connect residents with human services to meet their immediate needs. Coordinators also explore prevention and early intervention strategies with community-based organizations and other county service providers to help clients achieve economic independence and social stability.

    Regional Community Development

    DRCIAO/DASW Regional Community Development staff coordinate with public, private and community based service providers to improve the quality, capacity, and integration of human services. Each county is unique and the specific approaches reflect its' diversity. 

    Regional staff bring together citizens and providers, to learn about issues and programs and to collaborate on problem-solving through roundtables, forums, and workshops. 

    Community partnerships between human service organizations, the schools, police, and resident associations are a few means in which each region will develop new approaches to building strong neighborhoods and healthy families.

    Research, Analysis & Project Services Feasibility Study

The Research, Analysis & Project Services Group provide cross-agency and system-wide support to promote access, service integration, and community involvement. Acting as internal consultants to the human service system, we propose to provide assistance with strategic planning, project coordination, process improvement, performance management, and policy analysis. Our demographic and research services may facilitate data-driven decision-making by agencies, boards, authorities and delegations.

    Resource Information Management

Resource Information Management staff develop and maintain the information contained in the Resource Services System, a computerized IntraNet database of public, non-profit, and some for-profit human services available to county residents.  The internet-based Service IntraNet makes the service and resource information contained in the database available to county residents and service providers.  

We are attempting a database of " Who To Call " by states for individuals needing assistance.  Currently, San Joaquin County residents can access the Who to Call channel, a listing of agencies by name, and telephone number.   To link, click on
