SOCCER - RULES & BY LAWS

The following guidelines for the current season have been prepared so that players can better enjoy their games played at the centre.

PLEASE ENSURE THAT ALL OF YOUR TEAM MEMBERS ARE FAMILIAR WITH THESE BY LAWS. THE ONUS OF A TEAM NOT FAMILIAR WITH THE RULINGS OF A.P.I.S.C. REVERTS BACK ON THE CAPTAIN.

GAMES, SEASON & TIMES:

Õ The game consists of 2 x 18 minute halves played on full-length open netball courts (hard court). We do not play rebound (netted court).

Õ The season consists of 15 weeks plus 2 weeks of finals.

Õ Game times are staggered from 6.00pm to 10.40pm

THE TEAM:

Each team consists of a maximum of 4 on field players and 1 goalkeeper. The minimum number a team must have in order to start the game is 4. Each team may have as many substitution players as they like.

MIXED SOCCER:

Each team must consist of a minimum of two females, and a maximum of three males.

GAME FEE:

The game fee is $53.90 per team per game (GST included), regardless of how many players are in the team.

Game fees must be paid before the beginning of the match and the playing players’ names for the night, ticked on the registration card. A ticket will be supplied with the team’s name and dated, which must be handed to the referee before the commencement of the game.

Unless otherwise discussed with management, failure to do so will result in 2 premiership points being deducted each week until the full amount is paid.

REGISTRATION & INSURANCE FEES:

A non-refundable Registration and Insurance fee of $53.90 (GST included) per team per season must be paid on the first game of the season. Unless otherwise discussed with management, failure to do so will result in 2 premiership points being deducted each week until the full amount is paid.

FORFEITS:

If a team has to forfeit their game, 72 hours notice must be given in order for management to rearrange teams and time slots. No forfeit fee is applicable.

If a team does not give notice 72 hours or more, a forfeit fee of $107.80 (GST included)is applicable and must be paid IN FULL before the BEGINNING of their next game. Failure to do so will result in 2 premiership points being deducted each week until the full amount is paid.

The forfeit team will lose 4 premiership points.

If the team who has the forfeit agrees to a scratch match the full game fee of $53.90 must be paid.

UNIFORM:

All team members must wear the same coloured tops (except the goalkeeper). All tops must be numbered. As we play on hard courts, shoes must have non-marking soles. Uniform penalty is 1 goal for each incorrect uniform, with a maximum of 3 goals.

EXPECTATION: A fill-in from another team comes in to make up numbers in order for the game to start.

LATENESS:

All teams are issued with a fixture. Please have your team ready to play at the appropriate time. This means having your fees paid and your ticket ready to be handed to the referee.

The penalty for lateness is 1 goal for every 3 minutes(maximum goals that can be lost are 3). After 10 minutes the game shall be declared a forfeit.

SUBSTITUTION:

Either team can make a substitution after a goal has been scored. The referee must be notified of all substitutions. Failure to do so will result in a YELLOW card to the captain. A player must also be substituted during the course of play if the ball is in the possession of his goalkeeper in the goal area. In this instance, only the team in possession of the ball may make the substitution. No team may make a substitution in the last 3 minutes of both halves, however changing a player on court with the goalkeeper is permissible.

AREA OF PLAY:

Players may score goals from anywhere on the court including the goalkeepers "D". There are no restricted areas.

SLIDING & SLIDE TACKLES: (Intentional or Unintentional)

Sliding in order to reach the ball in any form ie. to stop it or to tackle a player with it is a RED card offence. A penalty will be awarded to the opposition.

EXPECTION: A goalkeeper may slide, only on the terms that he/she begins the slide inside the goalkeepers "D" in the defence of the ball.

TACKLING, KICKING, PUSHING, STRIKING OR TRIPPING FROM BEHIND:

All of the above offences are illegal and a RED card offence. A penalty will be awarded to the opposition.

 

 

SWEARING, ABUSIVE OR RACIAL LANGUAGE:

Swearing (whether it is directed at anyone or not), abusive or racial language, in play, on court, will not be tolerated and will result in an automatic RED card. A free kick will be awarded to the opposition.

If these offences are carried over to the sidelines, the offending player/players will be asked to leave the complex. Failure to do so will result in the game being abandoned and the offending player/players team losing on forfeit.

HANDBALL, INTENTIONAL OR UNINTENTIONAL:

Intentional handball will result in a YELLOW card and a PENALTY kick regardless of the whereabouts of the infringement. Unintentional handball will result in a FREE kick.

SHIRT PULLING OR PUSHING AN OPPONENT:

Shirt pulling or pushing an opponent is a YELLOW card offence and will result in a FREE kick.

TIME WASTING:

Time wasting, as determined by the referee, will result in a YELLOW card and a FREE kick. Kicking the ball back to the goalkeeper more than three times in a row will be deemed as time wasting and a FREE kick will be awarded to the opposition outside the "D". Kicking the ball away from the designated play position after the whistle has gone will result in a YELLOW card and a FREE kick to the opposition.

DISSENT - THE REFEREE:

The hardest thing to do in life is referee a soccer match! There are always two sides to a decision -the players (the good guys) and the referees (the bad guy).

THE REFEREE’S DECISION IS FINAL!

Please respect the fact. They are not to be abused in any shape or form. Dissent towards the referee, in game time, will result in one warning only.

Dissent (including snide comments and gestures during and after the game) towards the referee are all RED card offences. If a player is sent from the pitch and continues to swear at or abuse the referee from the sidelines, he/she will be asked to leave the centre immediately. The game will not continue until the player has left the game and will be abandoned if he/she refuses - the game awarded to the non-offending team.

RED CARDS:

If a player receives a RED card, he/she must vacate the court immediately and is suspended from playing in the competition for 1 week.

If a captain happens to allow a suspended player on the court, the team will lose 8 premiership points and the captain will be suspended for 2 games.

Two YELLOW CARDS in one match denotes a RED CARD.

Any player who receives 3 RED cards will be suspended from the competition for the rest of the season. Any player who receives a RED card will be automatically suspended from winning the Best & Fairest Award.

 

COOLING OFF PERIOD:

If a player becomes too aggressive on court, AT THE REFEREES DISCRETION AND IN LEIU of a red or yellow card, he/she may be sent from the court for a cooling off period of 5 minutes. The team will be penalised by playing 4 players only until the cooling off period is finished. The player must retake the court immediately after this cooling off period.

PLEASE BE AWARE OF THE FACT THAT IF A PLAYER IS SENT OFF THE COURT (COOLING OFF PERIOD PENALTY) AND ABUSES OR CRITICISES THE REFEREE’S DECISION FROM THE SIDELINES, THIS WILL INCUR A RED CARD TO THE PLAYER AND A PENALTY KICK FOR THE OPPOSING TEAM - PLUS THE TEAM WILL PLAY WITH 4 PLAYERS ONLY FOR THE REST OF THE MATCH.

HIGH BALL:

A high ball is thus defined:

Õ When a ball is kicked 1 foot above the tallest player on the pitch. ( A FREE kick will be taken where the infringement occurred)

Õ When a ball is head-butted 1 foot above the tallest player on the pitch. ( A FREE kick will be taken where the infringement occurred)

Õ If the goalkeeper unintentionally or intentionally kicks or throws the ball 1 foot above the tallest player on the pitch. ( a FREE kick will be taken outside the "D".)

EXCEPTION: If an attacker kicks the ball and hits the goalkeeper and the ball goes straight up in the air.

5 METRE RULE:

This rule applies for all kick ins and free kicks. A defending player must be five metres back from where the kick is taken. Any infringing player will receive one warning, then a YELLOW card. If a quick free kick is taken no defending player who is within 5 metres from the spot can obstruct the kick. This is a YELLOW card offence and a 5 metre advance free kick.

OUT OF COURT:

When the ball goes out of court a player must kick the ball back into play, by playing the ball on the outside line. Failure to do so, or placing the ball within the court will result in a FREE kick to the opposition.

No goal can be scored with a direct kick from the outside line.

A player has 5 seconds to kick the ball back into the court. Failure to do so will result in a FREE kick to the opposition.

PENALTY SHOT ON SIREN:

A penalty shot, awarded on the siren (marking the end of the half or the game) must be played.

THE GOALIES AREA:

In order for the goalkeeper to handle the ball, the ball and the goalkeeper must be inside the goalkeepers "d". The goalkeeper may roll of throw the ball out of the goalkeepers "D" , or place the ball on the ground before kicking it. The goalkeeper cannot kick the ball from his/her hands nor may he/she drop kick the ball. This will result in a FREE kick outside the "D". The goalkeeper has 5 seconds to get rid of the ball from the goalies area. Failure to do so will result in a FREE kick outside the "D". The goalkeeper, once outside his/her "D", will be treated as an on field player. A goalkeeper may slide, only on the terms that he/she begins the slide from within the goalkeepers "D". Failure to start the slide inside the "D" will result in a RED card and a penalty kick to the opposition.

If the goalie steps outside the "D" while handling the ball, the opposition will be awarded a PENALTY kick.

SCORING A GOAL:

A player may score a goal from anywhere on court. There are no restrictions. Even the goalkeeper may score a goal.

FIGHTING:

Heavens forbid, but if fighting occurs between teams in game time, the game will automatically be stopped. There will be no appeal, both teams will be asked to leave the competition. Please also respect the fact that assault charges may be laid.

INJURIES:

The clock will not stop for injury time. The injured player will vacate the court as soon as possible and a substitution may be made.

FINALS:

All players must play 5 games. Byes and Win on Forfeits count as games played on order to qualify for finals.

The finals will be conducted within normal game times unless the final result is a draw. 2 x 3 minute halves will then be played. If, after this period the score is still even, a sudden death knockout will be played and the first team to score a 1 goal lead wins.

Points allocated are:

WIN 4 POINTS

DRAW 2 POINTS

LOSS 0 POINTS

FORFEIT -4 POINTS

NON OFFENDING FORFEIT TEAM 4 POINTS

PLAYING RED CARD PLAYERS -8 POINTS

PLEASE NOTE: ANY PLAYER WHO SPITS EITHER ON THE COURT OF THE SIDELINES WILL BE BANNED FROM THE COMPETITION. THIS FILTHY HABIT WILL NOT BE TOLERATED AT A.P.I.S.C.

Jewellery may NOT be worn during the game.

Caps may NOT be worn.

Size 4 indoor soccer balls are the only balls allowed on A.P.I.S.C courts. Outdoors, and size 5 yellow felt soccer balls may NOT be kicked around on the courts as they could damage our lights.

Free car parking is at the front of the Pits buildings.

Pets are NOT allowed in the buildings.

Bikes are NOT allowed in the buildings.

PLEASE NOTE: A.P.I.S.C is not affiliated with either the VSF or Futsal.

 

The rules of the A.P.I.S.C Indoor Soccer Competition are designed to allow players to participate in a minimal contact sport, ensuring a high level of player safety. They are also designed to emphasise more on team skill factors rather than the individual.

A.P.I.S.C encourages the participation of family and friends to attend games.

Management has the final say in any disputes and no correspondence will be entered into.
